Extractions: History and Government U.S. Presidents Famous Presidential Speeches Given on Monday, December 8, 1941 The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with its Government and its Emperor looking toward the maintenance of peace in the Pacific. Indeed, one hour after Japanese air squadrons had commenced bombing Oahu, the Japanese Ambassador to the United States and his colleague delivered to the Secretary of State a formal reply to a recent American message. While this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or armed attack. It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time, the Japanese Government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace. The attack yesterday on the Hawaiian Islands has caused severe damage to American naval and military forces. Very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.

Search Most of the documents found in the FDR Library Digital Archives come from the collection known as the President's Secretary's File, or PSF. The PSF is arranged alphabetically by correspondent or subject, and is divided into five series: The Safe Files, The Confidential Files, The Diplomatic Files, The Departmental Files, and The Subject Files. The first batch of PSF documents to be digitized are those 6,500 pages kept locked in FDR's White House safe that were known as the Safe Files . We have also digitized those portions of the Diplomatic Files pertaining to U.S.-Vatican relations during World War II, approximately 1,000 pages entitled the Vatican Files , as well as the German Diplomatic Files , which contain over 2,500 documents concerning U.S. relations with Germany in the 1930s and 40s, and the British Diplomatic Files , which contain over 3,000 documents on Anglo-American relations. These 13,000 pages can be viewed in original and text format. It was his second of four inaugurations; the first had been held fours years earlier on March 4, 1933. Roosevelt's first inauguration had been shadowed by the onset of the Great Depression. Within a week of taking office, the new President had declared a Federal Bank Holiday. Roosevelt's Second Inaugural Address was optimistic about the gains that had been made during his first administration, while acknowledging that much more was needed. He was also a great commander in chief during World War II, leading the American armed forces in their defeat of the Axis powers. Born on the family estate near Hyde Park, New York, on January 30, 1882, he was the only child of James Roosevelt and Sara Delano Roosevelt. His father was a wealthy landowner and railroad vice-president; his mother of an old merchant-shipping family. Franklin had a half brother, 18 years older than he, from his father's first marriage. The boy led a sheltered youth, tutored by a governess till the age of 14, enjoying family trips to Europe and summers at Campobello, a small Canadian island. His father indulged him, taking his son iceboating in winter, and fishing in summer. Franklin loved boating and swimming, and collected stamps, birds, ship models, and books and pictures about the sea and ships. In 1910, campaigning for a Democratic seat in the New York Senate, Franklin toured three counties by car, delivering dynamic speeches and winning the confidence of normally Republican farmers. He won by a narrow margin. Roosevelt quickly gained attention by his leadership in Albany, fighting against Tammany Hall, New York City's Democratic machine. At the 1912 Democratic National Convention he backed Woodrow Wilson, and was subsequently awarded the post of assistant secretary of the Navy to Josephus Daniels, which he held during World War I. The Navy and all things naval having always been dear to him, this position allowed him to take part in leading the Navy to victory over German sea forces.

He died just 83 days after becoming president for the fourth time. Roosevelt took office as president at the depth of the Great Depression. About 25 per cent of the workers in the United States had lost their jobs. Many families had no money to buy food. Others had lost their homes because they could not pay their mortgages. Millions of Americans feared what would happen next. In Roosevelt's inaugural address, he called for faith in America's future. "The only thing we have to fear is fear itself," he declared boldly. A new era in American history began under Roosevelt. He called his program the New Deal. For the first time, the federal government took strong action to help make the United States prosperous. Roosevelt said he wanted to help the average American, whom he called the "forgotten man." He promised relief for unemployed workers. He said he would aid farmers. Under his leadership, the government put stronger controls on business companies than ever before. It spent billions of dollars on relief and public works to "prime the pump" of business activity. Dozens of new government agencies were set up. Many were known by their initials, such as CCC, TVA, and NRA. Roosevelt himself became widely known by his initials, F.D.R.

Donovan the first head of the Office of Coordinator of Information, an organization that later evolved into the Office of Strategic Services (OSS).
