Burebista (82 - around 44 BC), who succeeded to unite the Geto-Dacian tribes for the first time, founded a powerful kingdom that stretched, when the Dacian sovereign offered to support Pompey against Caesar (48 BC), from the Beskids (north), the Middle Danube (west), the Tyras river (the Dniester), and the Black Sea shore (east) to the Balkan Mountains (south). Dacia was at the peak of its power under King Decebal (87-106 AD). After a first confrontation during the reign of Domitian (87-89), two extremely tough wars were necessary (101-102 and 105-106) to the Roman empire, at the peak of its power under Emperor Trajan (98-117) to defeat Decebal and turn most of his kingdom into the Roman province called Dacia. The Dacians, although they had suffered heavy casuals, remained, even after the new rule was established, the main ethnic element in Dacia; the province was subjected to a complex Romanization process, its basic element being the staged but definitive adoption of the Latin language.

Romania's historical provinces Wallachia and Moldova offered furious resistance to the invading Ottoman Turks. Transylvania was successively under Hapsburg, Ottoman or Wallachian rule, while remaining an autonomous province. Romania's post WWII history as a communist-block nation is more widely known, primarily due to the excesses of the former dictator Nicolae Ceausescu. In December 1989 a national uprising led to his overthrow. The 1991 Constitution established Romania as a republic with a multiparty system, market economy and individual rights of free speech, religion and private ownership.

The archeological discoveries, historical writings and linguistic attestation, shows that Ukrainians, from the north and northwest of Romania - (Maramures, Suceava and Botosani) were already existing in these regions in the XII th century. In the XVII th and XVIII th century, the Ukrainians settled themselves in the mountain regions of Bukovina, and in the superior valleys of the rivers Suceava, Moldova, Moldovita and Golden Bistrita, calling themselves HUTZULI, or HUTZANI as native Romanians called them. In Dobrogea, the colonies of Ukrainians are dating from the XVIII th century and those from Banat are dating from the beginning of the XX th century.

The first material testimonies attest to the existence of man on present-day Romanian soil since 2,000,000 years ago (Bugiulesti, Valcea County). The originality of the cultural area, related to the other European prehistorical cultures can be noted in the art of clay moulding (the painted vessels of Cris, Turdas, Cucuteni, the zoomorphic and anthropomorphic clay statuettes. To mention only "The Thinker", discovered at Hamangia (Cernavoda), "The Clay Tables of Tartaria" (incised pictorial motifs), which all point to the existence of an early archaic writing - the first in Europe - around the year 4,000 B.C. This alphabet dates to about the same period as the Sumerian writing. The continuators of this ancient civilization were the Geto-Dacians. The history of archaeological research begins in the 19th century. A distinct place is held by Alexandru Odobescu, who supported and encouraged the first systematic archaeological diggings in Romania, as he organized and coordinated the national Museum of Antiquities of the Bucharest University, where he also was the first professor to teach archaeology. One of his important works is the description of the Pietroasa Treasure Trove (1900, 3 volumes) which is also called "The Hen with Brood" and which is currently at the National History Museum in Bucharest.

Prime Minister Radu Vasile is the Head of Government, and President Emil Constantinescu, who was elected directly, is the Head of State. The judiciary is a separate branch of the Government; however, in practice the executive branch exercises influence over the judiciary, although there were signs of increasing judicial independence during the year. Several different security forces are responsible for preserving law and order and protecting against external threats. Although some elements of political pluralism, a market economy and constitutional order have been established, other developments point toward a restoration of the old order, rather than the creation of an actual constitutional state. Amidst the deepening political, social and economic crisis, the authorities are concentrating on gaining admission to the Council of Europe in order to reinforce their domestic and foreign credibility. DAHR considers adaptation of Romania's legal system and social structures to European standards, and the country's integration into Europe as most important. In our opinion, however, Romania will have not satisfied in substance the conditions for membership in the Council of Europe until the necessary changes in her legal system have been accomplished and until the functioning of her principle institutions is satisfactory.
