The federal Attorney General is the Minister responsible in Parliament for the Commission. The Commission is administered by the President, who is the Chief Executive Officer. She is assisted by the Human Rights, Race, Sex, Disability and Aboriginal and Torres Strait Islander Social Justice Commissioners. Under the legislation administered by the Commission, it has responsibilities for inquiring into alleged infringements under three anti-discrimination laws - the Racial Discrimination Act 1975, the Sex Discrimination Act 1984, and the Disability Discrimination Act 1992, as well as inquiring into alleged infringements of human rights under the Human Rights and Equal Opportunity Commission Act 1986. In addition, the Aboriginal and Torres Strait Islander Social Justice Commissioner has specific functions under the HREOC Act and under the Native Title Act,1993. These functions relate to the monitoring of the enjoyment or otherwise by Indigenous people of their rights under the law. The Sex Discrimination Commissioner also has responsibilities in relation to federal awards and equal pay under the Workplace Relations Act 1996.

Extractions: The Asatru Folk Assembly , which invoked Odin in a ceremony conducted over the 'Kennewick Man' skeleton, makes much play of its belief in the rights of indigenous peoples. Parts of its Web presentation read like the kind of multiculturalist rhetoric that circulates in American universities today; others like the kind of Romantic racist mumbo-jumbo you might imagine German students lapping up in the 1930s. There's no contradiction here. Multiculturalism, or at least those tendencies in it that emphasise the obstacles differences are said to place between groups, is the successor to Romanticism. Asatru may not have been quite what Charles Murray and Richard Herrnstein had in mind when they coined the term "conservative multiculturalism" , but it fits their bill. The AFA have simply taken to an extreme the misconception that the Kennewick specimen is 'Caucasoid' and therefore of European descent. From what we know of the skeleton, it seems to resemble the handful of other American specimens of similar age, in having a collection of features that does not correspond to any modern population. The nearest living group may be the Ainu, who lived in Japan before the ancestors of modern ethnic Japanese arrived. If studied, Kennewick might undermine misconceptions about race; instead, the controversy is reinforcing them. Archaeology 50(1) January/February 1997 Race Debate Debacle The debate on 'Race, Intelligence and Censorship', which was to have taken place at Edinburgh's Cyberia Cafe on Thursday 22 August 1996, was cancelled at the last minute by the cafe proprietor. This followed threats of violence by the Anti-Nazi League, who objected to the fact that the 'scientific racist' psychology lecturer Chris Brand was to have taken part, and advice from the police that they could not guarantee to maintain order.

Extractions: Joint Statement by Eastern and Central Europe NGO Caucus and other NGOs at the NGO Forum of the World Conference Against Racism Adopted on September 2, 2001 (Durban, South Africa) We, WCAR NGO Forum delegates from more than 80 non-governmental organizations from 35 countries of Eastern and Central Europe and the former Soviet Union, Western Europe, North America and South Asia as well as international NGOs, state that we do not support the documents allegedly adopted by the NGO Forum and come forth with a forward-looking positive proposal. First and foremost, we declare that the process of compilation and adoption of the NGO Forum Declaration and Program of Action was neither transparent nor democratic and permeated with procedural violations. The draft documents were not submitted to the delegates in a timely manner; the rules of procedure were unclear and repeatedly changed; the discussion was heavily restricted. Finally, the delegates were not given an opportunity to vote on the draft documents in their entirety. This enables us to affirm that the documents cannot be considered adopted by the NGO Forum and are not consensus documents. We believe that as a result of this flawed process, the contents of the documents include unacceptable concepts and language. We are particularly concerned with certain ideas included in the chapters Globalization, Palestinians and Palestine, Reparations, and a number of paragraphs of the documents.

Extractions: An old benediction: I just thanked a kind Irish Traveller, who had sent me an e-mail Thanksgiving message, with my own reply in the Cant that was used when our families arrived in this country. As in any language, and it was a complete language, Cant had a number of ways to say the same things. In this case I chose the most literal way to make for easier association with the translation, word by word. Then, on reflection, I thought that others might be interested as well: Mwil nyok duilsha munyaths a Dalyon Swuda. A note on the site's name, "Travellers' Rest": In addition to being a common old reference (as in the poem above) to a sojourn for travelers who are not Travellers, if you get my drift, there is an historic connection. I believe that "Travellers' Rest" was the name given to the grove in North Augusta, SC, where virtually all Irish-American Traveller ancestors once camped together. This was before our families had fully formed into the various geographical clans of Irish Travellers that exist today. In later times, when the land was purchased and turned into a trailer and mobile home park, the campground was renamed "The Pines." A little humor: A priest and a rabbi are very good friends; so when the rabbi comes back from Israel after a six month stay they get together over a drink or two to catch up and compare notes. Eventually the priest asks his old friend what it's like to pray directly to God in the Holy City of Jerusalem. The rabbi looks around, sees no one within earshot and says, "Every once in a while, it's wonderful, but mostly I've got to tell you: it's just like talking to a Wall."

Extractions: News Release Issued by the International Secretariat of Amnesty International 25 July 2001 ACT 40/028/2001 124/01 The experiences of millions of people worldwide testify to a simple fact racism undermines all human rights. Justice systems all too often perpetuate racism by mirroring the prejudices of their society. Ahead of the 2001 third UN World Conference against Racism (WCAR), to be held in Durban, South Africa, Amnesty International is urging governments to ensure that the administration of justice in their particular countries is free from prejudice, discrimination and racial bias. The following briefing summarizes Amnesty International's report, Racism and the Administration of Justice, and the organization's concerns regarding the current disputes among states within the context of the WCAR. What is racism? Racism is a blatant attack on the very notion of basic human rights that human rights belong to all people, equally. It infects, to varying degrees and in various forms, every country in the world. The prohibition of racial discrimination constitutes a general principle of international law, included in all fundamental human rights standards. The UN International Convention on the Elimination of all forms of Racial Discrimination (CERD), adopted in 1965 and ratified by 157 countries, outlines substantive rights and a series of steps for the elimination of racial discrimination in all its forms.

Extractions: The Committee on Economic, Social and Cultural Rights this afternoon heard a series of statements from representatives of non-governmental organizations with respect to the reports which Committee Experts will examine during the current session. Speakers outlined efforts made by the States parties to carry out their obligations under the International Covenant on Economic, Social and Cultural Rights and underscored failures in fulfilling these rights. Among other things, speakers focused on disparities between women and men in Lithuania; forced evictions in Greece due to preparations for the Olympic games; lack of adequate food and water for vulnerable groups in Spain; food shortages in banana plantations in Ecuador; and violence against domestic workers in Kuwait. Members of the Committee welcomed the information provided by the representatives of the non-governmental organizations, and said that they will use it during their consideration of the respective country reports. When the Committee reconvenes at 10 a.m. on Tuesday, 27 April, it is scheduled to take up the initial report of Lithuania (E/1990/5/Add.55). A press release on the consideration of the report will be issued on Wednesday, 28 April in the afternoon after the Committee concludes its public review of the document.
