As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.) Enhanced Reciprocity leading to Conditional Initial Certificate Applicants who possess a valid certificate in a contract state, may apply for a Conditional Initial certificate. This certificate is valid for two years, during which time the teacher must satisfy the examination requirement for a regular Initial certificate. Candidates for certification must apply for admission following the GSLIS guidelines (not those for Teacher Certification for Education students). Candidates who wish to apply to this program should indicate TCP on the application form and submit the following to the GSLIS Admissions Office. In addition to the application, two official transcripts of all prior academic work, showing receipt of the Bachelor's and the Master's degree; a statement of objectives and two letters of recommendation. Application dates are October 15 for spring admission, March 15 for summer admission, and June 15 for fall admission. Notification of acceptance or denial is mailed approximately six weeks after the application package is received by GSLIS.
