Namibia now seeks permission for an annual export. In place for almost 30 years, CITES is an international agreement with 166 nations joined in the compact to regulate commercial trade in species in order to prevent their extinction. The United States has announced it will advocate international protections for eight species of plants and animals in the 2004 meeting.
