Extractions: France in the 18th century (1700s) was the most powerful and rich country in Europe. However it was also the worst run and the least well organised. It had a government system that had not changed for centuries. All the power was supposed to be in the hands of the King, but by the 1770s the king had really lost the ability to run the country. The system had worked when there was a strong king in power, as had been the case with King Louis XIV at the start of the 18th century, but in 1774 King Louis XVI came to the throne and he lacked the intelligence or personality to control the government. In fact it could be said that nobody could really control France by the 1770s. The nobility had a lot of power locally over their peasants through the feudal system, but they had no role in the government of the country. The church had a lot of local power through the feudal system and the influence that religion had in the strongly Catholic countryside, but again there was no official role for the church in the government. The poor and middle classes in France were simply irrelevant to the government. They paid all the taxes but had no rights either in law or politics.
