The movement of wind and water, the heat and light of the sun, heat in the ground, the carbohydrates in plants all are natural energy sources that can supply our needs in a sustainable way. Because they are home-grown, renewables can also increase energy security and create local jobs. Our current energy system relies primarily on fossil and nuclear fuels. Fossil fuel burning pollutes our air, water, and land harming human health and threatening the planet with global warming. Nuclear energy creates enormous risks. Electricity generators are the single largest class of industrial polluters. We can increase our reliance on renewable energy by enacting supportive federal and state policies, reducing barriers to the adoption of renewable technologies and by encouraging individual, business, and government purchasers of energy to use renewables. And by ensuring that we use energy more efficiently. UCS is working for sustainable energy policies at the federal and state level. Much of our current work in this area has focused on electric industry restructuring, a movement to introduce competition in electricity generation. Restructuring the largest polluting industry creates great risks and great opportunities. Done incorrectly, pollution could increase, new technology could stagnate, and existing renewables could be shut down. Done well, we could reduce emissions and increase our use of clean and renewable technologies.

Examples of renewable energy systems include solar, wind, and geothermal energy (getting energy from the heat in the earth). We also get renewable energy from trees and plants, rivers, and even garbage. Renewable energy encompasses many different types of technology at different stages of development and commercialisation, from the burning of wood for heat in the residential sector (traditional and low-technology) to wind-generated electricity (widespread and technically proven) to processes such as biomass gasification for electricity generation (still under development although some plants are operating).

However, by the mid-1990s, the market for new geothermal power plants began to disappear because the high power prices paid under many PURPA contracts switched to a lower price based on an avoided cost calculation that reflected the low fossil fuel-prices of the early 1990s. One potentially attractive incentive for the geothermal industry is the Production Tax Credit (PTC). The current PTC, which was enacted as part of the Energy Policy Act of 1992 provides an inflation-adjusted 1.5 cent per kilowatt-hour (kWh) federal tax credit for electricity produced from wind and closed-loop biomass resources. This report focuses on the project-level financial impacts of the proposed PTC expansion to geothermal power plants.

Executive Summary A multi-billion-dollar government crusade to promote renewable energy for electricity generation, now in its third decade, has resulted in major economic costs and unintended environmental consequences. Even improved new generation renewable capacity is, on average, twice as expensive as new capacity from the most economical fossil-fuel alternative and triple the cost of surplus electricity. Solar power for bulk generation is substantially more uneconomic than the average; biomass, hydroelectric power, and geothermal projects are less uneconomic. Wind power is the closest to the double-triple rule. The uncompetitiveness of renewable generation explains the emphasis pro-renewable energy lobbyists on both the state and federal levels put on quota requirements, as well as continued or expanded subsidies. Yet every major renewable energy source has drawn criticism from leading environmental groups: hydro for river habitat destruction, wind for avian mortality, solar for desert overdevelopment, biomass for air emissions, and geothermal for depletion and toxic discharges.
