The Subcommittee held a hearing on February 14 on the findings of the Amtrak Reform Council. It also held a hearing on March 6, which was a retrospective look at the successes and failures of Amtrak and the Amtrak Reform and Accountability Act of 1997. BACKGROUND Congress must make some fundamental decisions regarding the future of Amtrak and intercity rail passenger service in the United States. Amtrak states that it will require a minimum of $1.2 billion in FY 2003 simply to maintain the existing service. If it does not receive this amount, Amtrak says it will have to eliminate virtually all long-distance passenger trains by October 2002 or will have to take other actions including deferring some expenditures. Moreover, both the Department of Transportation/Inspector General and the General Accounting Office have identified billions of dollars in unmet capital needs that must be funded if Amtrak is to operate safely and securely. During the course of the hearings held by the Subcommittee, witnesses have raised a number of issues that are central to Congress deciding how to structure intercity passenger rail in the United States in the future. This hearing is intended to further explore these issues and to solicit ideas from the witnesses.
