Extractions: Bayonne, NJ Dedicated May 1987 - IEEE North Jersey Section In 1933, the police department in Bayonne, New Jersey initiated regular two-way communications with its patrol cars, a major advance over previous one-way systems. The very high frequency system developed by radio engineer Frank A. Gunther and station operator Vincent J. Doyle placed transmitters in patrol cars to enable patrolmen to communicate with headquarters and other cars instead of just receiving calls. Two-way police radio became standard throughout the country following the success of the Bayonne system. In March 1933, the first two-way AM mobile radio was installed in a patrol car of the Bayonne Police Department. The system was designed by Lieutenant Vincent J. Doyle of the Bayonne Police and radio engineer Frank Gunther. Through the use of a combined transmitter and receiver in the patrol car, the two-way system allowed communication between patrol cars and with the police station. The Bayonne system was developed less than five years after the deployment of the one-way AM mobile-radio system by the Detroit Police Department. On April 7, 1928, the Detroit Police commenced regular one-way radio communication with its patrol cars, using a system developed by Patrolman Kenneth Cox and Robert L. Batts, an engineering student. This system proved the practicality of land-mobile radio for police work and led to its adoption throughout the county.

Developed by personnel of the department's radio bureau, the system was the product of seven years of experimentation under the direction of police commissioner, William P. Rutledge. Their work proved the practicality of land-mobile radio for police work and led to its adoption throughout the country. In the 1920s gangster era, bank robbers and bootleggers made clean getaways time after time, to the great consternation of police. For this was before reliable mobile-radio communications existed, communications that could have quickly dispatched patrol cars to the scene of the crime. But in 1928, a dedicated Detroit patrolman and an electronics buff devised the first successful one-way radio link between police headquarters and cruisers. Critical news of crimes in progress could now be transmitted from the stationhouse to police cars as they drove.

Emphasize vowels sufficiently. Avoid extremes of pitch, do not let your voice drop at the end of a sentence. Speak in a moderately strong voice but do not shout as this will distort the signal. Hold the microphone at about 5cm from your lips while speaking. Shield the microphone from background noises. Be aware that everything that you say can be heard by anyone using a radio receiver on the same frequency. Depending on the situation in the country of operations, it may be wise to use simple codes (e.g. AlphaNumeric codes for locations, cal signs for names, etc.) Ensure that each user on the network is registered on a master list held by the Radio Room, and that any unauthorized call signs heard on the net are noted and the users (if known) are properly registered or informed that they do not have permission to use the network.

The cause? Emergency radios that could not find a clear channel amidst the noise of all the other signals, and systems that are not compatible. The Office of Naval Research has moved the Navyand all the servicesa big step closer to needing only one radio to talk to the many already in service with the development of an all-digital radio receiver. The inherent accuracy and very high processing speed enable these receivers to handle multiple simultaneous signals spread over considerably wider communications bandwidths. HYPRES Inc., a small New York State company, is building the new digital receivers. Deborah Van Vechten, program officer in ONR's Electronics division, says that this company will deliver a demonstration receiver that simultaneously "digitizes" all the signals in the most critical over-the-horizon military communications bands (HF and VHF) and uses a technique called software-controlled digital filtering to select the signals to output.
