Bald Eagle - Mon, 22 Jan 2001 Just thought you might be interested in knowing that we have a couple of eagles nesting along the St-Francis River, between St-Bonaventure and St-Pie-de-Guire or possibly St-Francois-du-Lac. Was extremely surprised to see this. They are just beautiful. Sue Langlois Kevin had to work during the day on the 13th and I lead a birding trip for the Lehigh Valley Audubon Society, so we did not leave until 18:45 (9,345). Crossed the New York State border at 20:55 (9,476). The weather deteriorated as we headed north and in the Watertown, NY area it started to sleet heavily and the temperature dropped to 33 degrees. This was one of those times were the outside temperature reading on the Jeep was very useful and watched. The road crews were out in force and the driving was fine, though we kept the speed down. We later found out the roads had been very bad a few hours earlier. Canadian Border at 00:15. The Duty-Free Shop was closed; meaning no supplies or money exchange. At the hotel, The Country Squire in Gananoque at 00:45. The room was OK, but not nearly a nice as the previous two visits- must remember to ask for the rooms on the lower east-side and not in the "pink" section. We had trouble sleeping. Finally turning the lights out at 02:45 and slept until 05:00.

In the absence of a public draft FTAA text, "Inside the Fortress: What's going on at the FTAA negotiations" provides a comprehensive road-map to the issues that are on the table at the Quebec City Summit of the Americas. "This report compiles information on the negotiations from a wide variety of sources so that citizens can know what is happening behind closed doors," says report author Marc Lee. "The secrecy surrounding the FTAA draft text and the heavy fortification of the Quebec Summit contradicts claims by leaders and trade ministers in support of democracy." The report provides background information on the progress to date for an FTAA and its future prospects. It finds that an FTAA deal is by no means a sure thing, due to a variety of internal conflicts among negotiating countries, plus growing opposition from a diverse array of concerned groups across the hemisphere. Overall, the report finds that Canada has little to gain from an FTAA. Canada's trade with Latin America is miniscule, representing well under 1% of Canadian exports, compared to 86% with the United States. Yet, the report notes that Canada has much to lose from a completed deal, and that the Canadian government has failed to take positions in areas of public importance.

The conservative Action Deomocratique trails a distant third, with 15 percent support. It is the second survey within 24 hours pointing to a big shift in public opinion in Canada's mainly French-speaking province in favor of the Liberals. The results show support for the Liberals up 8 percentage point from a mid-campaign CROP poll. Backing for the Parti Quebecois is down 6 points. "Should these numbers hold until the election, the Liberals will certainly form the next government," CROP Vice-President Claude Gauthier told the Globe and Mail. "We might even be witnessing a wave of support for the Liberals that could go up as high as 50 percent of the vote." If opionions of undecided voters and those who declined to give an opinion were redistributed based on whether they backed or opposed sovereignty, support for the Liberals rose to 46 percent, compared to 33 percent for the Parti Quebecois.

    Extractions: Shortly after I arrived back from England in 1998, my friends with whom I'd visit were reassigned back to the States.  While their reassignment was not unexpected, it was still a sad occasion for all of us.  We'd had such fun touring Great Britain with them that the thought of going back there without them just didn't seem right.  While Great Britain was off the list of places to visit, the impressions I had gathered on my trips there had a strong influence over where I wanted to go in 1999.  I was looking to go to somewhere that had a European flavor to the spot.  Three potential candidates emerged.  The first was the Portugal/Spain/France trip that I'd considered in 1998.  However, this option quickly disappeared under the same logistic issues that had scuttled it the year before. The final option was to go to Montreal and Quebec.  I've been wanting to visit these places for some time; but, have always had other options to explore.  This time, though, it seemed like the perfect place to visit.  The French quality of Quebec would satisfy the "European flavor" criteria.  Plus, the American dollar was very strong against the Canadian dollar, meaning the trip would be relatively cheap.  Finally, the trip would afford me the chance to see ice hockey, which has become a new passion of mine.  As I said before, it seemed like a perfect fit.  Once I had decided, I got tickets for Tom Marihart (my usual traveling companion) and myself.  After a bit of schedule adjusting, we were ready to go.
