So it may come as a surprise to many that a small island in the Caribbean, more than 1,000 miles southeast of Miami, will vote Sunday on whether to become the 51st US state. More than 2 million people in Puerto Rico, a strategically important gateway to the Caribbean seized by the United States 100 years ago during the Spanish-American War, will seek for the third time an end to their lingering national limbo. For decades this quasi-colony has existed as a US "commonwealth" - a sort of halfway house of Americanness devised in 1952. But this year, for the first time, it appears the faction intent on adding another star to the US flag will win most of the votes. While the plebiscite can be ignored by Congress - which in the end decides whether Puerto Rico should be allowed into the Union - a victory for pro-statehood Puerto Ricans would add weight to their long call for Washington's full embrace.

Extractions: Tropical Cyclone Rainfall Climatology In the mainland United States, the greatest threat that a landfalling hurricane poses is its attendant storm surge. Strongest in the front right quadrant of the storm, the storm surge inflicts its greatest damage on coastal buildings. In Puerto Rico, the storm surge is no less dangerous than in the mainland United States. Resort hotels and high rise coastal dwellings blanket entire segments of the island's coastline. It is the associate rainfall, however, that poses the greatest risk to life and property on the island during these storm events. The strong onshore flow of moist tropical air is forced up the slopes of the interior mountains inducing a large amount of orographic rain. Because tropical cyclones are several hundred kilometers in diameter, the orographic effect of these storms can affect much of the island. Furthermore, convective rain bands that scrape the island drop additional rain on the mountain slopes, swelling the streams and flooding terrain below. Flooding is the greatest meteorological killer in Puerto Rico. In fact, the recurring threat to human life from flooding is greater in Puerto Rico than in any state in the U.S. As shown in the first table below, Puerto Rico ranks second in flooding fatalities between 1960 - 1995. Only Texas with its geographical expanse and 16 million residents has more flooding-related fatalities over this time. California is a distant third, and South Dakota and West Virginia rank fourth and fifth respectively.
