The Climate Stewardship Act, which was narrowly defeated in the Senate in October, 2003, is expected to be voted on for a second time this summer. The bill by Senators John McCain (R-AZ) and Joe Lieberman (D-CT) is a bipartisan, moderate step that calls for the U.S. to level off global warming pollution to year 2000 levels by 2010. It would focus on pollution from only the most intensively polluting sectors of the economy while excluding individual households and the agriculture sector.

You may be familiar with how water is always cycling around, through, and above the Earth, continually changing from liquid water to water vapor to ice. I could really begin this story anywhere along the cycle, but I think the ocean is the best place to start, since that is where most of Earth's water is.
