Feb. 12, 2004) The Educational Testing Service and the Pennsylvania Department of Education joined forces to help middle school teachers in the state bridge gaps in their qualifications by using Praxis II subject matter assessments. The partnership will help thousands of the state’s middle school teachers attain the new federal "highly qualified" requirement in the No Child Left Behind Act (NCLB). NCLB requires that middle school teachers have a 4-year degree, be licensed, and able to demonstrate "subject-matter competency" in the field in which they teach (either by holding a major in the field or by passing a subject-matter test). Many middle school teachers have general elementary school majors that are not subject-matter specific. By the 2005-06 school year, all teachers must meet the subject-matter requirement to be "highly qualified." Research shows that students whose teachers have a solid background in the subject they are teaching outperform their peers by about 40 percent of a grade level in math and science. More than 3,000 middle school teachers took advantage of the Pennsylvania Department of Education’s offer to pay for their middle school assessment between April and September, 2003. "The middle grades are vital, because students are making a transition into more challenging coursework, particularly in science and math," said ETS regional director Florence Cucchi. "Many eighth graders are now taking algebra, a course that used to be taught in high school. Pennsylvania showed a lot of foresight in recognizing this important need."

Twin Valley Elementary Center also houses a multi-age program for primary students in the district. The Twin Valley Middle School program is organized into teams at each grade level. Students work with a team of teachers in major subject areas. Exploratory language programs are offered in grade 6. The Pennsylvania counties in the project are Chester, Montgomery, and Philadelphia. The Pennsylvania center will conduct four projects: 1. Monitoring Activities It is not currently known how many children living in Pennsylvania have an ASD. During the period 1992 through 2001, the number of children served in Pennsylvania under the Individuals with Disabilities Education Act (IDEA) increased 855%. IDEA is the federal law that supports special education and related services for children and youth with disabilities. In the three counties in this project during the 2000–2001 school year, over 2,350 children ages 3–5 years received special education services, and 613 of these children had autism classifications. Of the 10,449 children aged 6–9 years who received special education services, 430 were classified as having autism. There are, however, additional children with ASDs who are in other types of special education classes, who are in regular education classes, who attend private school, or who are home schooled.

Children (especially very young children) and fetuses are most vulnerable. The Agency for Toxic Substances and Disease Registry (ATSDR), part of the U.S. Public Health Service, and the Environmental Protection Agency (EPA) are jointly issuing an alert to the general public. There is a continuing pattern of metallic mercury exposure in children and teenagers and in persons using certain folk medicines or participating in certain ethnic or religious practices. It is important for the general public to understand that either short-term or long-term exposures to metallic mercury can lead to serious health problems. Human exposure to metallic mercury occurs primarily from breathing contaminated air. Other forms of mercury can be absorbed by drinking contaminated water, eating food (usually fish containing mercury), and from skin contact. At high levels, metallic mercury can cause effects on the nervous system and the developing fetus. Other forms of mercury can damage other organs. Even at low levels, metallic mercury can cause health problems.
