However, this right is meaningless for those individuals who cannot afford to pay for these services. When the primary wage earner of a family is detained, the family struggles to survive economically, and simply cannot spend thousands of dollars on a private attorney. Many of these family members are U.S. Citizens or permanent residents, so the deprivation of a fair day in court goes beyond just the individual in deportation proceedings.

Extractions: Friday, August i heard that term when I got my first job in The Summer of '63, at 13, back in Arlington Heights, IL. It was being applied to several "old timers", who were actually schoolteachers on Summer layoff vacation furlough, and it was as apropos then, as it is now. Since opening my own business in '90, and employing hundreds and hundreds of people through the years, I can spot the "clock watchers" apart from those who are focused and truly work at their jobs. The differences are stark and quite obvious; much like the gap between enthusiasts and purists. The more I "spot-checked" the older guys during that first job of mine, the more I noticed them glancing at their watches or the clock in the landscape truck. I calculated they actually worked 1-2 hours less per day; the rest of the "clocked time" was leaning on a shovel or against a truck fender until a supervisor came into sight. NOT ditto in all the the jobs I've had, since I can remember. There were always a few people who spent way too much time watching the clock instead of focusing in on the work. I always remember there not being enough time for me to get all the assigned jobs done, even during the 15-18 hour days I used to put in on a regular basis, since opening my own business. 110 hour weeks didn't help either; I was just more tired from trying to do too much. There are two types of "clock watchers": one, who watches in order to do less and get by; the other, who watches in order to get so much more done in a greater amount of inputted time. I learned my lesson after 11 years: I now watch the clock and come and go at a reasonable hour. Martyrdom just doesn't become me.

The small room where Rodriguez, chairman of the Texas Board of Pardons and Paroles, worked is as Spartan and undistinguished as the building in which it sits. The walls lack any benefit of interior decoration, and the scenery a stolid view of parking lots and buildings west of Lavaca Street is less inspiring than enervating. The only decoration that adorns the room is a small, framed, black-and-white photo of Rodriguez's police academy training class, a memento almost a quarter-century old. An 18-year-old Rodriguez is barely recognizable in the back row. The 42-year-old chairman has always felt more comfortable in a policeman's uniform than in a bureaucrat's suit and tie. After four years at the helm of a parole board that has been tossed about by controversy for the latter part of the decade, Rodriguez has accepted a job as police chief in Harlingen, a border town about half the size of his hometown of Brownsville. At $72,000 a year, the job will mean a pay cut for Rodriguez, who makes $77,500 as parole board chair; more significantly, it will also mean cutting short his six-year board appointment, which would have ended in 2001. To Rodriguez, however, it's an opportune time for the move. The Harlingen Police Department has been battered by controversy since a police officer's son shot and killed two border patrol agents with a gun taken from the department, causing a scandal which led the former police chief, Jim Schoepner, to step down in January amid accusations of mismanagement and corruption. "They need to move forward on a variety of issues," says Rodriguez, who will be the first Hispanic ever to lead the department. "That's going to be my task; to basically take it from a point where they're spinning to perhaps a point where they start grabbing some traction, and then to move them forward again."
