"Instead of denying them probation and sending them to prison because they couldn't get treatment, the judge could send them here." In addition to inmates coming out of prison, the Wallace Center also would be used to house parole or probation violators caught using drugs or alcohol, rather than revoking their parole and sending them back to prison. Dillard is quick to say the Board of Pardons and Paroles hasn't gotten final approval to use the Wallace Center as a community correction drug rehabilitation center. Even if the plan is approved, Dillard doesn't expect much in the way of security modifications for the center to house the inmates because of tight state finances.

Sentenced for different categories of crimes, in different parts of the state, they nevertheless describe themselves in similar terms: "people pleaser," "influenced by others," "attention-seekers." Some sought shortcuts to the red-hot lifestyles depicted on television which contrasted so sharply from the dull gray of their own. Others wanted to numb themselves from conditions which seemed out of their control. Nearing the end of their prison sentences, after counseling, life-management training, and time to reflect, these women more objectively assess their decisions which led to their official removal from the society where many had long felt excluded. According to U.S. Justice Bureau statistics, the rate of female defendants convicted of felonies in state courts grew at double that of male defendants during the last decade. In 1998 an estimated 950,000 women were in prison or under correctional community supervision. Yet female criminality still shocks a public clinging to cultural stereotypes of womanhood and motherhood. Often the offenders are shocked as well, as they review their behavior which, at the time, may have felt more like coping with trouble than initiating it. In paradoxical rhetoric, they frequently describe their pre-confinement life as "trapped" and their prison time as "freedom"

Some degree of snowfall was visible but was not plentiful; the skies were a dull gray from an un-ending layer of clouds blocking off the warm rays of the sun. Amongst the prairie land stood a single group of buildings in solitude. Formerly the County Jail, it now served as Prisoner Stockade 6; a military facility for the internment of a battalion worth of training "penal troops". Men and women convicted of crimes and now in military service, where they were placed under military training and used as a reserve of troops for frontline units. If, of course, they were not committed as a whole. The claims made to the public were that they were "volunteers" amongst the country's criminals, offered full pardons in exchange for a term of military service "not to exceed the national state of emergency". The sad and unavoidable truth was that they were, to an extent, cannon fodder. People convicted of crimes and conscripted into the penal units, which were then used as defense units to free up conventional army units for counter-offensives or even general offensives. Since very few officers would accept such an assignment of leading "penal troops" the Army tended to force the issue with transfers. Most commanders were dishonored in some way or another. Politics also came into play; an easy way to get a particularly loud-mouthed officer out of the spotlight would be to transfer him to a prisoner stockade, where the media's access was highly restricted. Officers put into such positions were mostly dissatisfied and even angry, for them it was punishment duty and undeserved.
