Papua New Guinea's Prime Minister Bill Skate and Bougainvillean leaders have been meeting in Rotorua, New Zealand, to discuss disarmament and the future governance of Bougainville. The leaders have released a communique referred to as the Matakana and Okataina Understanding. In the communique, they pledge to maintain the ceasefire, and work towards a negotiated political settlement of Bougainville's long-term political future. The leaders said a special state negotiator would prepare a package on the powers, functions, structure and status of Bougainville's future government, which would be geared to Bougainville's needs. Sir Julius says Taiwan has been seeking recognition for many years. He says he himself declined many offers of financial assistance from Taiwan in exchange for official recognition. PNG's former leader says he is sure any future government will rescind the decision but as he told our reporter, Michael Brissenden, he believes the decision will undermine PNG's international reputation, and Australia has good reason to be concerned. SIR JULIUS CHAN: We do have real financial trouble and I think it is self inflicted because when he took office from me I handed over a very comfortable economic and financial situation for him. And there has been total abuse in the last few years. I think they're using all kinds of excuses of calamities to justify this abuse. Coffee production is in decline but provides the main source of income for much of the population; there are 280,000 smallholder growers, 660 large farmers, 65 large plantations, 18 registered exporters, and 51 registered processors. In 1999, the government signed gas sales agreements for a PNG/Queensland gas pipeline project (under construction at a cost of more than $2bn), in which Chevron and other energy companies are participants. The small manufacturing sector carries out agro-processing for export and small-scale manufacture or assembly for domestic sale. Manufacturing accounts for about 7% of GDP but is central to the policies of diversifying the economy away from nonrenewable resources, stimulating growth and providing jobs. Specific industries encouraged include clothing, textiles, leather goods, food, timber products, footwear, chemicals, plastic products, paper products, and automotive parts.
