Extractions: Privacy Statement For centuries Pakistan was a part of India, and the history of the two countries was inseparable. The Hindu religion and way of life was unchallenged from 1500 BC until the Muslim Arabs conquered the Sind region in northern India in the 8th century. Islamic power began to assert itself in the rest of the subcontinent in the 16th century with the ascension of the Mughal dynasties, but it began to wane as the British took control in the 1700s and 1800s. Many areas in the region returned to the Hindu fold, while the provinces that were to become Pakistan remained largely Islamic. When the British left in 1947, India was partitioned along religious lines, creating India and Pakistan. (Pakistan had two parts, with the bulk of India between them.) East Pakistan, assisted by India, broke free from the dominant western portion in a civil war in 1971 and became the independent state of Bangladesh. Pakistan and India have fought several wars since independence, and their relationship is strained even in the best of times. Control of the Kashmir region forms the crux of their dispute nowadays, and sporadic fighting is common in the region. The dispute has grown more worrisome now that both countries have nuclear weapons. Pakistan also faces occasional civil unrest, and there is a constant struggle between those who wish for more religious influence on daily life and those who prefer a more secular form of government. Pakistan is routinely named as one of the world's most corrupt nations.

Extractions: FREE AGENTS This spring the U.S. State Department reported that South Asia has replaced the Middle East as the leading locus of terrorism in the world. Although much has been written about religious militants in the Middle East and Afghanistan, little is known in the West about those in Pakistan perhaps because they operate mainly in Kashmir and, for now at least, do not threaten security outside South Asia. General Pervez Musharraf, Pakistan's military ruler, calls them "freedom fighters" and admonishes the West not to confuse jihad with terrorism. Musharraf is right about the distinction the jihad doctrine delineates acceptable war behavior and explicitly outlaws terrorism but he is wrong about the militant groups' activities. Both sides of the war in Kashmir the Indian army and the Pakistani "mujahideen" are targeting and killing thousands of civilians, violating both the Islamic "just war" tradition and international law. Pakistan has two reasons to support the so-called mujahideen. First, the Pakistani military is determined to pay India back for allegedly fomenting separatism in what was once East Pakistan and in 1971 became Bangladesh. Second, India dwarfs Pakistan in population, economic strength, and military might. In 1998 India spent about two percent of its $469 billion GDP on defense, including an active armed force of more than 1.1 million personnel. In the same year, Pakistan spent about five percent of its $61 billion GDP on defense, yielding an active armed force only half the size of India's. The U.S. government estimates that India has 400,000 troops in Indian-held Kashmir a force more than two-thirds as large as Pakistan's entire active army. The Pakistani government thus supports the irregulars as a relatively cheap way to keep Indian forces tied down.

Since its independence in 1947, Pakistan has enjoyed a robust and expanding economythe average per capita income in the mid-1990s approached the transition line separating low-income from middle-income countriesbut wealth is poorly distributed. A middle-class is emerging, but a narrow stratum of elite families maintains extremely disproportionate control over the nation's wealth, and almost one-third of all Pakistanis live in poverty. It is a male-dominated society in which social development has lagged considerably behind economic change, as revealed by such critical indicators as sanitation, access to health care, and literacy, especially among females. Increasing population pressure on limited resources, together with this pattern of social and economic inequity, was causing increased disquietude within the society in the early 1990s. Pakistan was created in 1947, as a homeland for Muslims in South Asia, and about 97 percent of Pakistanis are Muslim. The founders of Pakistan hoped that religion would provide a coherent focus for national identity, a focus that would supersede the country's considerable ethnic and linguistic variations. Although this aspiration has not been completely fulfilled, Islam has been a pervasive presence in Pakistani society, and debate continues about its appropriate role in national civic life. During the 1990s, Islamic discourse has been less prominent in political controversy, but the role that Islamic law should play in the country's affairs and governance remains an important issue.
