   Extractions: Glossary Ozone depletion The destruction of the ozone layer, which protects all living things from harmful ultraviolet solar radiation, was one of the first, global environmental problems to be understood by the general population and tackled by the international community. The subsequent measures against the use of chlorofluorocarbons (CFCs), halons, and other ozone depleting chemicals made their production and emission drop significantly. As a result, the total concentration of chlorine in the lower atmosphere peaked in 1994. The long life of those substances in the atmosphere means that full recovery of the ozone layer is unlikely before 2050, however. The remaining policy challenges for European countries are to tighten control measures, to reduce the production and use of HCFCs and methyl bromide, to manage banks of existing ozone-depleting substances, and to support developing countries in their reduction of the use of ozone-depleting substances. webmaster@eea.eu.int

    Extractions: NATIONAL SCIENCE AND TECHNOLOGY COUNCIL COMMITTEE ON ENVIRONMENT AND NATURAL RESOURCES FACT SHEET NORTH AMERICAN RESEARCH STRATEGY FOR TROPOSPHERIC OZONE RESEARCH INITIATIVE Activities under the National Science and Technology Council (NSTC) The NSTC's Committee on Environment and Natural Resources (CENR) identified ground-level ozone as an initiative in 1995. A signing ceremony for the charter of the North American Research Strategy for Tropospheric Ozone (NARSTO) was held at the White House in February of that year. The establishment of NARSTO is a direct response to the identification by the National Research Council (NRC) of the need for a better fundamental understanding of urban and regional ozone and its call for a coordinated national program. In addition to coordinating funding for field research, NARSTO is currently preparing a State-of-Science Assessment that will comprehensively review advances in the chemical, physical, and meteorological science of tropospheric ozone. Throughout 1997, seventeen critical review papers will be prepared by experts in the relevant research areas. These will be presented at a NARSTO Science Symposium to be held in November 1997 and will also appear in a special issue of an air quality scientific journal. The Assessment Report, which will synthesize the review papers, is scheduled for completion by the end of December 1998. It will address how recent scientific progress can be used to develop improved options for ozone management. U. S. Federal agencies participating in NARSTO include the Departments of Agriculture, Commerce (National Oceanic and Atmospheric Administration), Energy (Office of Energy Research), the Interior, and Transportation, as well as independent agencies, such as the Environmental Protection Agency, the National Science Foundation, the National Aeronautics and Space Administration, and the Tennessee Valley Authority.

Kowalok Unlike the issue of acid rain, which has long been associated with human activities and documented by environmental observations, scientific concern about human-induced destruction of the ozone layer dates only to about 1970. Ozone is a molecule of oxygen (O3) that absorbs certain wavelengths of biologically damaging ultraviolet light. It is the only gas in the atmosphere that does so and, therefore, is an essential part of the Earth's ecological balance. The evolution of land life is believed to be tied closely to the formation of the protective ozone layer.[ Studies of the upper atmosphere started in the late 1800s and stemmed from curiosity about temperature gradients in the air. In 1902, a Frenchman named Teisserenc de Bort reported that the air temperature decreases with altitude up to a height of about 10 kilometers, after which the temperature starts to increase with height. Later studies showed that the temperature continues to rise with altitude up to a height of about 50 kilometers. The region of air between 10 and 50 kilometers of height became known as the stratosphere. Most of the world's ozone is found in the stratosphere, and its daily creation and destruction is a natural process. The first person to explain the dynamics of ozone was Sidney Chapman, then a scientist at Oxford University. In 1930, he suggested that oxygen molecules (O2) are split by cosmic rays into two oxygen atoms.[
