Extractions: You Are Here: Home NCLB Highly Qualified Teachers No Child Left Behind Oregon Exceeds National Average for "Highly Qualified Teachers" 82 percent of all classes taught in Oregons public schools have a highly qualified teacher, according to the new federally required definition under the No Child Left Behind Act. The national average is less than 55 percent, according to the Education Commission of the States. Oregons percentage is even higher in classrooms where the student has the same teacher all day, as is the case in nearly all elementary schools and many middle schools. In these self-contained classes, 94 percent have highly qualified teachers. All teachers of core academic subjects (English, reading, language arts, math, science, foreign languages, social studies, and the arts) must meet the definition of highly qualified teacher by the 2005-06 school year. That means teachers must be fully licensed by the state, hold at least a bachelors degree, and meet state requirements to demonstrate mastery of subject knowledge, either by exam or a major in the core academic area. It is possible for a teacher to meet all these qualifications and still not meet the highly qualified definition if the class assignment is outside the teachers academic certification.
