By comparison, smoking rates declined by 7.6 percent (from 17 to 15.7 percent) in a comparison group of non-funded schools. Among the funded schools in the Oregon study, a strong dose-response effect was observed between how fully schools implemented CDCs guidelines and how much smoking rates declined. Between 1999 and 2000 rates declined by 42.2 percent (from 14.2 to 8.2 percent) in schools with the highest implementation scores, 21.9 percent (from 17.8 to 13.9 percent) in schools with middle scores, and 6.6 percent (from 17.1 to 15.6 percent) in schools with the lowest scores.

The revelation that former senator John Ashcroft has recent links with the militant Gun Owners of America (GOA) group is the latest twist in an increasingly impassioned partisan battle over a nomination which has become a major trial of political strength for Mr Bush. Even many conservatives consider the GOA to be extremist. After a shooting at an Oregon school in May 1998 in which two pupils were killed by a fellow student, it issued a press release headed: "Lesson of school shootings: More guns needed at schools". Its director, Larry Pratt, was forced to resign as co-chairman of Pat Buchanan's 1996 presidential bid after news leaked of his links with the Ku Klux Klan, the Aryan Nations and rightwing militia groups. Many of them are inadequately insured or have no insurance at all. Even those with insurance are less likely to seek care for a variety of reasons, such as a lack of provider-patient relationship, confidentiality, or transportation difficulties. As those who forgo needed health care services are at greater risk for physical and mental health problems, it is imperative to provide easy access and incentive to help these young people succeed. In response to these facts, the School-Based Health Center model was developed. Oregon's School-Based Health Center (SBHC) program, which provides comprehensive services in the school setting, is designed specifically to improve access to primary health care, preventive services and mental health services to school-aged youth. The first center opened in 1986 at North Portland's Roosevelt High School. The program has grown steadily over the years, providing primary and preventive health care to an increasing number of Oregon youth, regardless of their ability to pay. Today, 44 state certified SBHCs operate in 14 Oregon counties, serving in excess of 25,000 clients annually. Still more health centers are in various stages of the planning and development stages. A primary reason for the steady growth and community support for this unique health care delivery model is the cost-effectiveness of providing access to health care services in the school setting.
