Along with this tremendous resource has come the dilemma of access, censorship, and our role in providing high quality resources. To gather information about Internet access policies in school districts statewide, I asked school librarians serving K-12 at the Oregon Educational Media Association conference about their use of filter programs, acceptable use agreements signed by students and parents and whether students use the Internet independently or with adult supervision. I received infor- mation from districts across the state, from LaGrande and Pleasant Hill, to Portland and Medford.

Extractions: School-Based Tobacco Use Prevention Programs MMWR Highlights August 10, 2001 / Vol. 50 / No. 31 Highlights Use and Efficacy of Comprehensive School-Based Programs Information Highlights The Oregon Health Division found that between spring 1999 and spring 2000, smoking rates among eighth graders declined by 21.7 percent (from 16.6 to 13 percent) in a self-selected sample of schools funded to implement school tobacco prevention guidelines recommended by the Centers for Disease Control and Prevention (CDC). By comparison, smoking rates declined by 7.6 percent (from 17 to 15.7 percent) in a comparison group of non-funded schools. Among the funded schools in the Oregon study, a strong dose-response effect was observed between how fully schools implemented CDCs guidelines and how much smoking rates declined. Between 1999 and 2000 rates declined by 42.2 percent (from 14.2 to 8.2 percent) in schools with the highest implementation scores, 21.9 percent (from 17.8 to 13.9 percent) in schools with middle scores, and 6.6 percent (from 17.1 to 15.6 percent) in schools with the lowest scores.

School libraries will play a critical role in helping students live up to the more stringent academic requirements identified through the No Child Left Behind Act of 2000. The guidelines will help districts develop a supportive learning environment in which students can excel. The most recent wide-scale research studies involve several statewide studies on the impact of library media programs on student achievement in Colorado (1998), Pennsylvania (1999), Alaska (1999), Texas (2001), and Oregon (2001), among others. These studies, directed by Learning Resource Services in Colorado, confirm previous research results that demonstrated a strong correlation between an effective library media program and high student achievement. The most important findings of these studies demonstrate that academic achievement is higher in schools where:

Extractions: Home Columns Contact information Column title and issue: Six Ways to Beat the Study Hall Syndrome in Your Media Center, November 1995 A media specialist new to the profession recently asked me, "How does one keep a media center from becoming a studyhall, recreation area, or dumping ground for students?" To get to the heart of the problem, it helps to understand that education is only one of three tasks with which society has given its schools. The other two - child confinement and child socialization - seem to be particularly apparent in the unstructured areas of the school: the hallways, lunchrooms, and media centers. Of these areas where students have freedom of movement, discretionary time, and a choice of activities, the media center is the only one which has an academic mission as well. While we need to acknowledge that media centers must share the school's obligation to contain children and must honor children's need to socialize, media specialists can and should bring the academic mission to the fore.

It is the 324th municipality to have passed such a resolution. Many Muslims in Moscow were interrogated or questioned by the FBI in 2003, leaving the community intimidated and fearful. The USA Patriot Act contains many provisions allowing for surveillance and detention of individuals without probable cause.
