Children provide current consumption through child labor and future consumption via an informal social security arrangement. Poorer parents, unable to invest much in their health, face greater mortality risks and are inclined to send their children to work instead of investing in their human capital. Endogenous fertility decisions exacerbate the problem as parents substitute toward quantity investment in children. "There is just no way to defend against it [out-of-state teacher recruiting] when you have no incentives to offer just instability and uncertainty," said Gene Evans, a spokesman for the Oregon Department of Education. State budget deficits have led to teacher layoffs and hiring freezes. "Right now, were a good place for other states to prospect." Oregon, like many states, is seeking to balance its budget; state officials are forecasting a $1.5 billion deficit next year, according to Evans. The bulk of education funding in Oregon (about 80 percent) comes from state money, not local property taxes, so the deficit has meant cuts in education funding. About 3,000 teachers may be laid off during this school year if the legislature does not find a way to increase revenues.

TAGLIT includes surveys for school technology leaders, teachers and students. During the fall semester of 2003, our school completed a TAGLIT assessment. School Technology Leaders: Nicole A. Howard, principal, completed TAGLIT for School Technology Leaders. Vernetta Wallace-Victor, tech. coordinator, assisted with some of the data. Teachers: Five out of seven teachers completed TAGLIT for Teachers. Students: No students completed TAGLIT for students because our small population did not lend itself to student participation. This page provides a summary of some of the findings from TAGLIT. A list of some of the strengths of our school technology program and an action plan that details an area for further work. Although hardware, software and connectivity are important elements of a school technology program, they are not the focus of this page. Elements such as planning, student use, professional development and community involvement receive attention here. Current Status TAGLIT results are presented on a 4-point developmental scale.
