Marshall Mathers III must have startling revelations contained within. When ChartAttack originally wrote about the Ontario Attorney General attempting to ban Eminem from performing in the province, we submitted a Freedom Of Information Act request asking for the document(s) collected on Eminem. Even though the FOI laws state the Ontario Government has 30 days to comply with our request for full disclosure - they've taken over two months and haven't given us diddley squat. Several calls to the FOI office yielded nothing more than they're working on our request and that they are severely understaffed. They've informed us that the Crown Attorney's office has yet to respond to the request. We believe the document(s) they possess would have been used to make their statement about wanting to ban Eminem. At the time of the controversy we asked Attorney General spokesperson Peggy Huigenbos whether the decision to call for the banning of Eminem was a moral judgement, she responded, "Yes. To him [MPP Flaherty] the lyrics do advocate violence against women and he does not approve of that." Anyone who has studied law at the high school level understands that morals and laws are two separate entities. ChartAttack would like to know to what extent did MPP Flaherty attempt to keep Eminem out and did he overstep his authority as Attorney General in his quest for moral righteousness.

Extractions: April 4, 2000 OTTAWA - Health Minister Allan Rock today questioned why the Ontario Government continues to be reluctant to work with the Government of Canada and other governments to renew Canada's health care system, but instead is focussed on personal attacks. "We need a jointly developed plan of action," said Mr. Rock. "If we do not address the underlying issues, we will not secure the system for the future but instead provide more stop-gap measures. And that is no solution at all." The Minister met with provincial and territorial ministers of health last week for the stated purpose of developing an action plan to strengthen health care for Canadians. Instead, much of the focus was on funding. The Ontario Minister of Health herself was not prepared to discuss solutions to current health care problems. Her mandate seemed limited to demanding an immediate infusion of more cash, without addressing the need for a comprehensive plan. In Markham, Minister Rock outlined a number of areas that are key priorities that governments could work on collectively to begin the process of health care renewal. Several Health ministers made it clear that although funding was an important issue, they recognized the need for renewal.

Extractions: A monthly social justice and faith magazine There are two programs of social assistance in Ontario: Ontario Works (municipal) and the Ontario Disability Support Program (provincial). These used to be known as General Welfare and Family Benefits, until the Harris government's "Common Sense Revolution". When I first came to Canada and Ontario in 1969, the rates paid under the two programs were almost the same. The small difference in dollars were the result of differently defined components of the payments; components that did not correspond to one another. At one time, rates were based on the Toronto Social Planning Council's Guides to Family Budgeting , but, as René Brunelle, then Minister of Community and Social Services, told the City of Hamilton in 1973, "Total amounts for ordinary needs have been increased several times so that the rationale behind the allowance structure was lost." In that same year, the government made a conscious decision to pay different rates to the two groups of recipients. The gap between the two groups has grown, so that now a single person on the Ontario Disability Programs (OSDP) can get a maximum of $930 a month, while the most an Ontario Works recipient can get is $520. When the Harris government implemented their 21.6 percent cut in rates, only Ontario Works recipients were targeted. How can one explain the difference in treatment? Pat Evans, a Professor at Carleton University's School of Social Work, finds that the differences "reflect and reinforce a distinction between the 'worthy' and 'unworthy' poor." Brigitte Kitchen, at York University Professor, suggests that: "The gap could be considered a work incentive from the perspective of the twisted ideological agenda of this government. It believes that sustaining assistance rates at a low enough level will make poor people prefer to take a job, any job."

A two dollar user fee on a 1-900 telephone number for information on student loans was implemented in November 1996 and has since collected nearly $400,000 from students. This month, the line will be operating at its busiest as students find out about the status of their loans. Another $420,00 has been collected from a $10 fee for students filing paper applications through the mail instead of electronically. The charge was implemented for courses that begin after August 1, 1998. To date 42,313 students have filed paper applications. The Ontario government doesn't think there is anything wrong with charging user fees to needy students requesting help to fund their education, according to one ministry official. "It's like a whole lot of things ... in our modern lifestyle," said Danielle Gauvin, communications officer for the Ontario Ministry of Education, of the user-fees. "The people who are actually using the service sometimes are asked to cover the cost of it rather than others who aren't using that particular service."

"Their stories are heart-wrenching. Many are runaways, however running to the streets comes with many hazards: predators such as pimps and johns, regular beatings and drugs." Children would be placed in a safe house for five days, or as long as 30 days with a judge's permission, where they would be eligible for a range of treatment, such as medical and mental health services, drug and alcohol counselling and legal help. The legislation would also give the province the power to suspend the driver's licenses of "pimps and johns." "This bill, if passed, will give child care workers the additional tools the need to protect Ontario's youth and help them turn their lives around," said Social Services Minister John Baird. Premier Mike Harris said a noble purpose will be served by the bill, which he expects will win support from members on both sides of the legislative chamber.

The result is a new blueprint for public accounting licensing, standards and governance. The announcement follows the passage in December 2002 of Bill 213, which opened up public accounting licences to Certified General Accountants (CGAs) and Certified Management Accountants (CMAs), while noting that standards of practice would be determined at a later date. Under the new system, the practice of public accounting will be open to qualified chartered accountants, certified management accountants and certified general accountants who meet new, high standards of practice. A reconstituted Public Accountants Council (PAC) will be appointed to oversee public accounting in the public interest. It will consist of four chartered accountants, two certified general accountants and two certified management accountants to be appointed by the accounting bodies, and seven public members, including the chair, to be appointed by the government. March 25, 1999 More funding for higher education key to Ontario governments road map to prosperity Dr. Deborah Flynn, President of the Ontario Confederation of University Faculty Associations (OCUFA) said the Ontario governments Jobs and Investment Board report, A Road Map to Prosperity , released today, should be seen as a call for greater investment in postsecondary education. Two separate committees, each set up by this government, have now emphasized the need for a well- resourced system of higher education in Ontario. The first report was delivered in 1996 by the Advisory Panel on Future Directions for Postsecondary Education, chaired by David Smith. The Smith report called for the government to bring per capita funding of Ontarios universities to at least the national average. OCUFA has consistently asked the government to act on that recommendation; the government has just as consistently ignored the recommendation of its own task force. said Flynn. Now, the Ontario Jobs and Investment Board report has stated, as a priority, the need to attract and retain the best educators and researchers, expand Ontarios research capacity, ensure excellence in education and improve student assistance programs. These priorities all require more public funding for our universities and colleges, continued Flynn.
