By statute, the Commission consists of the State Superintendent of Public Instruction, the Director of the State Department of Vocational and Technical Education, and the State Bond Advisor. Staff to the Commission is provided by the Oklahoma Department of Education. Before any county, school or vo-tech district may participate in a cash management program designed to provide funds in advance of the receipt of tax revenue, it must obtain the approval of the Commission. Applicants must submit an application that estimates their projected cash-flow deficit for the next fiscal year. Commission staff then performs its own calculation the projected deficit and makes a recommendation to the Commission of the maximum amount a district or county may borrow.
