Captain Joseph Hazelwood radioed to the Coast Guard station that he would be changing course in order to avoid some growlers, small icebergs which had drifted into the sound from the Columbia Glacier . The captain received permission to move into the northbound lane. Before retiring to his cabin, Captain Hazelwood instructed his third mate Gregory Cousins to steer the vessel back into the southbound lane once it passed Busby Island . Although Cousins did give the instructions to the helmsman to steer the vessel to the right, the vessel was not turning sharply enough and at 12:04 a.m. the vessel hit Bligh Reef. It is not known whether Cousins gave the orders too late, the helmsman did not follow instructions properly, or if something was wrong with the steering system of the vessel. Journalist Greg Palast has argued that the accident was due to a corporate decision to maintain the ship's Raycas radar off in order to save money.     Extractions: Pollution and Oceans Since the beginning of time, the ocean has been regarded as boundless and untouchable by human activity. Because of its colossal size and depth, attempts at understanding the ocean are laden with difficulties. However, it has now become apparent that the ocean, despite its immense magnitude, can drastically be changed by the day-to-day routines of humans. Unprecedented changes are occurring along coastal regions as well as into the far depths of the oceans. Environmental change and degradation are continuously being caused by population growth, along with the concurrent development of commercial, industrial and recreational activity. While the particular causes of environmental change are multifaceted, numerous human activities and natural events are now said to be the driving forces in the alteration of the global ocean. Despite the vital role they play for the survival of fish, invertebrates, mammals, sea turtles, and waterfowl, ecosystems such as mangroves and other wetlands are in rapid decline throughout most of the coastal regions of the U.S. Occurrences such as dredging, propeller scouring, disease manifestations, pesticide and herbicide poisonings, and lack of sunlight caused by the increased turbidity of the water has lead to the destruction of these delicate habitats. Salt marshes, which have been widely distributed along U.S. coasts, are considered one of the earth's most biologically productive ecosystems. However, more than half of the original salt marshes and mangrove forests in the U.S. have been destroyed, according to the U.S. Fish and Wildlife Service.

    Extractions: Oil Spill Modeling Program The MMS assesses oil-spill risks associated with offshore energy activities off the U.S. continental coast and Alaska calculating spill trajectories and contact probabilities. These analyses address the likelihood of spill occurrences, the transport and fate of any spilled oil, and the environmental impacts that might occur as a result of the spill. The MMS Oil-Spill Risk Analysis (OSRA) model combines the probability of spill occurrence with a statistical description of hypothetical oil-spill movement on the ocean surface. Modeling results are used by MMS NEPA staff for environmental documents, other federal and state agencies for review of environmental impact statements, environmental assessments, endangered species consultations, and oil industry specialists preparing the oil spill response plans (OSRP). Paths of hypothetical oil spills are based on hindcasts (history) of winds, ocean currents, and ice in Arctic waters, using the best available input environmental information. Output of the model include tables of probable contact and GIS (Geographic Information System) representations of these probabilities, with and without the probability of occurrence of one or more spills.

Oil spills threaten millions of miles of coastline, river systems, lakes and terrestrial habitat daily, particularly where there is extensive oil drilling, refining, and transport. The goal of the U.S. Fish and Wildlife Service's Oil Spill Program is to emphasize early (contingency) planning and cooperation at the local, regional and national level in an effort to minimize the injury to fish, wildlife, and sensitive environments from oil spills. The Departments of the Interior, Commerce and Agriculture, together with Tribal governments, States, and other jurisdictions, are responsible for protecting these natural resources. The Exxon Valdez spilled 38,800 tons of crude oil into Prince William Sound in Alaska in 1989 and it took many years for the area to recover. Change of law Dr Santillo, who works for the Greenpeace research laboratory at Exeter University in the UK, explained that a combination of shallow water and a poor flush of water through the Sound magnified the impact of the spill on a particularly sensitive region. They say the oil spilt and the coast affected by the loss of the Prestige exceed the damage caused by the Exxon Valdez accident in Alaska in 1989. The Prestige spill is estimated to have killed 300,000 seabirds, making it one of Europe's worst wildlife disasters. The campaigners, from WWF, formerly known as the Worldwide Fund for Nature, accuse the Spanish Government of failing to clean up the coast of Galicia, the province worst affected by the spill. In a report, The Prestige: One Year On, A Continuing Disaster, they say the tanker has spilt 64,000 tonnes of heavy fuel oil, 60% more than estimated at first.
