Sally Gummere, in her first year in Pickerington, was one of four media specialists in the state to receive the Innovative School Library Practices Award last week from the Ohio Department of Education and the Ohio Educational Library Media Association. Gummere worked with Ridgeview teacher Krista Messner to take Messner's seventh-graders through the process of researching, writing, illustrating and submitting for competition their own books about the civil rights movement. "It's her project and we worked on it collaboratively to get it done in the library," Gummere said. "I give her complete credit, it just happens to be a library award." Gummere said the project began with Messner holding sessions in class involving reading aloud from books on various civil rights topics and ended with two students winning awards meant to mimic two prestigious American Library Association Awards, The Caldecott Award for illustration and the Coretta Scott King Award for writing.

Extractions: When it comes to generating cash for capital improvements, few governmental entities do it better than the city of Columbus. Municipal leaders there have managed to complete billions of dollars in road work, new facilities, land purchases and infrastructure improvements all without the need for tax increases. Instead, a wise City Council many years ago decided to set aside one quarter from every dollar of income tax collected, earmarking that money to repay bonds that are sold to pay for capital improvements. Columbus is planning a new package this year that will include $600 million in projects. The city is expected to ask for voters' stamp of approval of the projects in November, even though no new taxes are required. Before then, leaders are asking for public feedback on what should be included on that long laundry list of projects. Upcoming meetings, 6-8 p.m., will be held Tuesday at Woodward Recreation Center, 5147 Karl Road, and next Wednesday at Carriage Place Recreation Center, 4900 Sawmill Road. During these gatherings, residents should be demanding something that's never been part of the city's capital improvements program.

More on This Story: Select One Resource Map Classroom Transcript Resources Index: 10/18/02 Overview: Facts and Stats There is now a booming market for private enterprise inside public schools, encompassing everything from companies that actually run the institutions for profit to commercial ads on computer monitors. Critics and some parents are up in arms over what this teaches the so-called fast-food generation. But other parents, teachers, and administrators say such sponsorship is a good way to bring money into America's financially-strapped schools. Schools are sometimes forced to make tough decisions. For instance, a school district in Sarasota, Florida, faced a huge budget shortfall of $15 million. They closed that gap by putting an exclusive drink-sales contract out for bid. For some schools, the question literally comes down to selling soda or doing without software. According to the Center for Analysis of Commercialism in Education at the University of Arizona, commercialism in schools has increased as much as four times in the past decade. Commercial Activities in Schools A September 2000 report to Congress by the Government Accounting Office (GAO) on commercial undertakings in schools found the following types of activities: Direct Sales: Most commonly, soft drinks sold through exclusive contracts or short-term fundraising agreements.
