    Extractions: December 11, 2003 At the December Board meeting, Roger Verny, Deputy State Librarian, discussed Ohio's participation at the annual Institute of Museum and Library Services (IMLS) conference in Washington, DC. The main topic was the new state Library Services and Technology Act (LSTA) report procedures. Ohio had served as a pilot state for the new procedures. Other topics at the conference were maintenance of effort and outcome based evaluation. Mr. Verny also reported on the LSTA Advisory Council meeting. Ethical guidelines were discussed concerning the discussion of and voting on projects when grant reviewers or council members have a vested interest in the project. The council decided that grant reviewers should sign a waiver, asserting they have no vested interest in the grant proposals they would be reviewing. Grant proposals would not be reviewed by anyone with a vested interest in that project. The State Library has prepared a draft RFP for virtual reference service A task force will review the RFP before it is sent out. A separate task force will be formed to review the proposals. Both Advisory Council members and representatives from the library community will be on the proposal review task force. Two new LSTA grant programs will soon be available. The Continuing Education (CE) Grant Program will support continuing education activities and make access to CE moneys more equitable. Two CE grant cycles would be made available each year. The program calls for a 25% match of the total project cost. The first grant cycle will begin July 1, 2004.

A reasonable assumption is that what was once the school library — a room containing shelves upon shelves of books, tables, chairs and some filing cabinets — is becoming nearly extinct, because technology has changed these libraries into media centers. Yet, in speaking to a number of experts in this area, what emerges are a number of conflicting perceptions. One is that many school libraries are still being built to the traditional model. Another is that the media center concept has become outmoded, and that type of space has been reduced to a resource room. The third is that the media center is not only alive and well but is expanding. First, let’s take a look at what is happening or not happening to these spaces. The SSCC seeks to stimulate discussion, collaboration and action against youth violence by bringing schools, police, youth-serving agencies, the judicial system, and other interested parties together in a statewide collaboration. The coalition, formed in 1994, involves more than 1,500 educators, police, and youth workers in activities and stimulates the creation of community-based violence prevention coalitions. It has assisted schools in developing new violence prevention programs and facilitated networking and information sharing among members through bimonthly forums, major conferences, training seminars, task groups, youth involvement, and in-depth consultation and technical assistance to schools and communities.

    Extractions: The State Library of Ohio is pleased to announce that the Ohio Historical Society has been selected as an Exemplary Program for the Library Services and Technology Act (LSTA) 2003 Program Report to the Institute of Museum and Library Services. Ohio Historical Society was awarded an LSTA full grant in the amount of $152,520 in September 2002 to expand the Ohio Memory Project to include post-1903 materials. The project ran from October 1, 2002 to September 30, 2003. The Ohio Memory Project has been designated an exemplary project because of the far reaching impact it has and will continue to have, as well as the numerous audiences it has touched. 2003 was Ohio’s Bicentennial Year and this project did much to promote Ohio’s bicentennial while bringing recognition to the Ohio Historical Society and the State Library of Ohio. The number of people served was very high. One of the key features of Ohio Memory is the My Scrapbook feature. This interactive feature allows users to create their own scrapbook based on favorite images or around a certain theme. (http://www.ohiomemory.org/featured.html) When demonstrated to teachers, they have applauded the personal scrapbook and many have already begun to incorporate it into their curriculum. Other special features include zooming, allowing visitors to magnify images or objects, transcripts of handwritten documents and collections related to National History Day themes.
