Extractions: November 16- 28, 2003 It was exciting to see the impact of the special education/education policy within the very short time period between Apartheid and Post-Apartheid education for students with disabilities. The trip allowed some brief contacts with South African professionals that had visited the Ohio Department of Education (ODE) over the past three years. Through one of these contacts, I visited a Literacy program for adults staffed by teachers in one of the townships (Michael Plains in Cape Town). The following is a summary of Apartheid and Post-Apartheid special education/education in South Africa, the new inclusive education policy, implementation activities of the new inclusive education policy in one province, and personal impressions. On request, there is a PowerPoint with detailed information that can be shown/discussed with individuals The materials include White Paper #6, the Western Cape paper on inclusive education, a university document, language and/or terms clarification and the official journal of school visits. Also, there is current profile information, the distribution of special schools and learner enrollment. Apartheid special education schools and services were organized according to two segregating criteria - race and disability. Segregation, based on race, was extended to incorporate segregation on the basis of disability. This was in keeping with the Apartheid policies of South Africa. Schools that accommodated white disabled learners, had many resources, while schools for black disabled learners had systematically fewer resources.

O'Neill See also: video clips of Hope and Kathryn Borghi d When Hope Borghi's baby daughter Kathryn was diagnosed with ataxic, hypotonic cerebral palsy and epilepsy, she refused to accept the doctor's bleak predictions for Kathryn's future. From the day Kathryn was born, Hope filled her environment with love, music, excitement, and visual and motor stimulation. "Without intending to do so," she says, "I had already begun to provide the stimulation that enabled Kathryn to reroute her mental energy to different areas of her brain." This way of responding, Hope believes, proved crucial to her daughter's later development. "In the early '80s, I discovered that the computer was the only answer as an alternative means of expression, so I had Kathryn in a high chair using 'Sticky Bear Numbers' at age three on an Apple IIc." Kathryn attended an elementary school for the orthopedically challenged for 2 ½ years, where she received intensive physical therapy, but Hope was adamant about wanting her daughter to be educated in a general education classroom. She pushed successfully to get Kathryn enrolled in public school in the Borghis' hometown of Upper Arlington, Ohiounheard of at the time for a child with moderate cerebral palsy.
