The findings point to economic decline as one reason for the rising murder rates and suggest that reports citing a drop in the national crime rate may not tell the full story. "You cannot celebrate the success of the nation as a whole and these major cities, while in their shadow there is so much crime and despair," said Rick Matthews, a criminologist at Ohio University who reported the findings in this month's issue of the journal Homicide Studies. Many of the activities taken by the City of Kent during 2001 have built a solid foundation to achieve notable outcomes in the years ahead. The dozen or so issues highlighted in this year's "State of the City" message focus on these fundamental building blocks which will contribute to the prosperity of Kent in the future. The underlining theme is to view every challenge as an opportunity to navigate the Kent community toward a brighter destination. In May of 2001, the City of Kent completed a five-year strategic planning process to identify the top priority issues confronting the community with the intent of allocating resources to address these critically important challenges. A diverse group of city residents was convened to serve as a steering committee for the purpose of guiding this process, including input from citizens. Committee members studied earlier planning efforts and conducted a series of public forums to solicit participation in discussing the future of the Kent community.
