ABORIGINAL SELF-GOVERNMENT IN CANADA Denis Wall, Ph.D. Draft September, 1998 INTRODUCTION VIEWS OF ABORIGINAL SELF-GOVERNMENT Numerous federal reports have stated that hope of a renewed relationship between aboriginal and non-aboriginal peoples in Canada lies in aboriginal self-government (e.g., Canada, 1984; INAC, 1997; RCAP, 1996). The contemporary ideal of aboriginal self-government has been described by many as parity between aboriginal, provincial and federal powers, a far cry from the kinds of colonial controls governments have exhibited.2 The usual sentiment is that colonial controls and the resulting abuse governments have heaped on aboriginal people for more than a century must be rejected. The movement toward aboriginal self-government is intended to provide greater aboriginal autonomy in relation to financial and legislative authority. Self-government also is not necessarily represented by universally criteria. The Royal Commission on Aboriginal Peoples has said "It lies with each group to determine the character and timing of any moves to enhance its own autonomy." (RCAP, 1993: 41)

Extractions: The Tungavik Federation of Nunavut (TFN) land claim is the claim of the Inuit of the central and eastern Arctic, affecting some 19,000 people. The Inuit of Nunavut are unique in that they make up 80% of the population of the region, and therefore under any agreement that might be negotiated, they would be in control of its future. The Nunavut claim was first presented to the federal government by the Inuit Tapirisat of Canada (ITC) in February 1976. The ITC asked the federal government to map out a boundary between the eastern and western regions of the Northwest Territories. It was revised and resubmitted in December 1977. Very little progress was made in negotiations during 1978 and 1979 because the Inuit were proposing to create a new political territory called Nunavut. Negotiations resumed in the spring of 1980. with the understanding that the proposal for creating the new territory of Nunavut would be dealt with outside the comprehensive claims forum. In 1982, the Tungavik Federation of Nunavut (TFN) replaced the Inuit Tapirisat of Canada as the negotiating body for the claim.

It is happening, and it has serious implications-for our health, our economy, and our future. Scientists predict that by the end of the 21st century, temperatures in the Arctic will be at least 5°C warmer than they are today. Across Nunavut, we are already seeing changes in seasonal conditions, including warmer year-round temperatures, unpredictable weather, a shift in prevailing wind direction, less snow and rain, and changing snow and ice conditions. These changes are making it more dangerous and difficult to travel and to access resources. In western Hudson Bay, ice break up is occurring two weeks earlier, on average, than it did 20 years ago. This shortens the time available for polar bears to fatten up on their main food source, ringed seals, before going on shore where they fast. As a result, adult bears have been getting lighter and females, who fast until weaning their cubs the next spring, have been having fewer cubs. Projections for the future include rising sea levels, a reduction in the extent and thickness of sea ice, and more extreme weather events, all of which may increase erosion and flooding of coastal communities.
