Although, it is still at the proposal stage, employers with expatriates tax resident in Norway may want to consider planning exit options for their employees now. The Norwegian Ministry of Finance is working on a proposal under which share options may be taxed upon a resident's departure, or exit, from Norway, regardless of any sale or exercise. The ministry suggests that the increase in value on the underlying share during the resident period in Norway will be subject to both personal income tax and social security tax at the date of exit. The marginal rates for the employee and the employer are 55.3 percent and 26.6 percent respectively.
