The program focuses on addressing addictive and destructive behaviours by supporting people to confront their emotional or spiritual crises. The Gwich'in are the northernmost American Indians in Alaska, Yukon and Northwest Territories. Their culture is built on the extended family unit which has allowed them to survive in an isolated and harsh physical environment. The Gwich'in successfully negotiated a land claims agreement in 1991; it was signed by the Gwich'in Tribal Council and the governments of the Northwest Territories and Canada in April 1992. The agreement provides the basis for the Gwich'in to become an assertive and progressive Aboriginal organization in Canadian politics and business. The Gwich'in Tribal Council is committed to self-government and to developing business, employment, training and education.
