There are also links to several relevant journals, and to academic sites providing dedicated Pacific Law web pages, or Centres dealing with Pacific Law. There are several issues to be aware of when using the internet to locate Pacific law sites. Many sites bundle Pacific into an area called Asia Pacific. This often includes countries bordering the Pacific on the eastern side, but in many instances excludes most Pacific islands.

"I am hopeful that any regulations will acknowledge the contributions that FAS citizens make to the economies of Guam and Northern Marianas, and that they are tailored to continuing employment," Stayman said. On several occasions, Marshall Islands Ambassador Banny de Brum and FSM Ambassador Jesse Marehalau have requested and met with Director Stayman to press the concerns of their citizens for jobs in Guam and the CNMI. "I want to thank the ambassadors for their commitment, interest, and concern for the habitual residence issue, and their cooperation and support for the survey of FAS migrants to Guam, the CNMI and Hawaii," Stayman said. The compacts of free association between the United States and the FAS (Federated States of Micronesia, Palau and the Marshalls) allow FAS citizens to enter the United States and its territories for work, residence, and education. This compact right of residence, however, may be limited when it comes to the United States insular areas, including Guam and the Commonwealth of the Northern Mariana Islands (CNMI).

Extractions: HISTORICAL BACKGROUND The Adult Basic Education Program of the CNMI under the administration of the Northern Marianas College was embodied in the Adult Education Act of 1975 under the former Trust Territory of the Pacific Islands Administration. Initially, political education was the necessary thrust of the program. Later on, the ABE Program offered courses in sewing, typing, and the Japanese language. The advent of political maturity, the improvement of transportation, and the boom of economic development have necessitated the ABE Program to change focus from political education to economic education. With English as the language of economics and technology, ABE has included English as a Second Language and has integrated literacy courses in its growing curriculum. The ABE Program has deemed that if the NMI was to properly belong to the U.S. family, it had to move ahead with western education and should endeavor to move aggressively in that right direction. The Program magnified instructional efforts in the areas of Reading, Writing, Social Studies, Science, and Mathematics to assist the adult students to pass the General Education Development (GED) tests. With the hope that a GED diploma would open opportunities to better jobs and subsequently better economic status, the ABE Program has offered Pre-GED and GED courses.
Extractions: The Commonwealth of the Northern Marianas Islands (CNMI) is a commonwealth of the United States, consisting of 16 small islands in the western Pacific. The islands are tropical and have a growing population for which tourism and the garment industry are major businesses. Saipan, the largest of the 16 islands, is the business, government, and population center. Nonpoint source pollution is a serious problem in the CNMI. The rainfall pattern (intense storms and only two seasons [wet and dry]), geology, and downstream resources (coral reefs) make nonpoint source both difficult and important to prevent and control. The Lau Lau Bay watershed is located on the southeastern side of the island of Saipan. The watershed is characterized by steep slopes, volcanic soils, and intermittent streams. Runoff from the watershed drains into a fringing coral reef, the site where most of the tourists and many residents scuba dive and where many local families fish and picnic on the weekends. The watershed is relatively undeveloped; an unpaved coral road traverses most of the area and only a few small farms and residences appear in the watershed. However, much of the watershed will soon be developed to accommodate a golf course and megaresort.

Working Groups NOAA RELEASES FIRST NATIONAL STUDY OF U.S. CORAL REEFS New Report Ranks Harmful Threats, Highlights Key Actions The first-ever national assessment of the condition of U.S. coral reefs was released today by the U.S. Department of Commerceâs National Oceanic and Atmospheric Administration (NOAA). The report identifies the pressures that pose increasing risks to reefs, particularly in certain âhot spotsâ located near population centers. The report also assesses the health of reef resources, ranks threats in 13 geographic areas, and details mitigation efforts. Led by NOAAâs National Ocean Service, the 265-page report, The State of Coral Reef Ecosystems of the United States and Pacific Freely Associated States, was developed by 38 coral reef experts and 79 expert contributors. Prepared under the auspices of the U.S. Coral Reef Task Force, the report establishes a baseline that will now be used for biennial reports on the health of U.S. coral reefs. NOAA has also released A National Coral Reef Strategy, a report to Congress outlining specific action to address 13 major goals, including continuing mapping and monitoring, to safeguard reefs. The reports will be highlighted when the U.S. Coral Reef Task Force meets on October 2-3, in San Juan, Puerto Rico. NOAA scientists have already achieved a scientific milestone in mapping coral reefs. Working with public and private partners in Puerto Rico and the U.S. Virgin Islands, they successfully mapped coral ecosystems around those islands using a novel 26-category classification system and mapping process.

This program provides counseling, academic advising, and other related services to students from the Republic of Palau, Federated States of Micronesia, the Republic of the Marshalls, and the Commonwealth of Northern Marianas. Over 300 students have been served since the program began, with and average of 50 students attending Eastern each year. The students come from Palau and the former U.S. Trust Territory Islands of the Marshalls, Pohnpei, Yap, Kosrae, Chuuk, and the Marianas. Mission: Our goal is to assist Micronesian students in working through the everyday challenges that face them on campus as well as in the community, and we are committed to providing the highest level of educational and personal services necessary for the students to reach their academic goals.
