On the other hand, North Dakota does not bar gays and lesbians from adoption or foster parenting. In terms of our feel for the state's reception to our efforts, in North Dakota's case it was favorable. In response to our very first query back in September of 1994, North Dakota sent back enough information to obviate the need for any further inquiries. Extractions: February 18, 2004 Law Enforcement The United States Department of Justice has prepared excellent videos explaining how law enforcement agencies may obtain disclosure of protected health information from a covered entity under the HIPAA privacy rule. In North Dakota, the United States Attorney invited lawyers from the office of attorney general and state's attorneys to attend the DOJ video presentations. The Department of Justice has also prepared model subpoenas and a hierarchy of sections of the privacy rule that should be used by a law enforcement agency seeking to obtain protected health information. It is unclear if these materials have been widely circulated and are available to local law enforcement agencies. (Obviously, a state or local law enforcement agency may need to comply with "more stringent" requirements of state law. But, having the benefit of the DOJ analysis of the privacy rule would provide an excellent starting point.) See Washington Post , Hospital Bill Is Family's Only Clue, January 20, 2004, at p. B05 (failure of a hospital to disclose to law enforcement officials the correct address of a dead "hit and run" accident victim, which resulted in a two-week delay in notifying the victim's family.)

For instance, if your daughter wants to take trigonometry but math was never your strong point, she could enroll in a distance learning math class. You could go beyond course supplements and use a distance program as your child's complete educational framework. Furthermore, since distance classes can either be high-tech independent studies taken whenever is convenient or a group class with a fixed schedule, you can choose which fits with your circumstances and your child's learning style. Accreditation is a different animal on the K-12 level than on the higher education one. Because of the varied state regulations concerning homeschooling (or any form of non-traditional learning) accreditation isn't critical as with colleges and universities. Furthermore, most of the regionals aren't particularly equipped to handle the uniquenesses of distance primary and secondary schools. To address this issue, the regional accrediting agencies have created a new accrediting agency called The Commission on International and Trans-regional Accreditation (CITA).
