Originally developed by New Zealand educator and psychologist Marie M. Clay, Reading Recovery provides an alternative to traditional reading practices for educationally disadvantaged and learning-disabled students (Lyons, 1991). WHAT ARE THE COMPONENTS? There are three main components: The Diagnostic Survey, the Tutoring Session, and Teacher Training. The examiner administers the survey to each child and uses the results when working with each child individually. The tutoring session includes: reading known stories, reading a story that was read one time the previous day, writing a story, working with a cut-up sentence, and reading a small new book. The teacher systematically records what the child is doing, and these observations form the basis for the next lesson. We appreciate the efforts of you and your staff to prepare for the final review and hope that the process provides useful feedback that will support your State's efforts to monitor student progress toward meeting challenging standards. In general, Title I requires States to adopt State content and performance standards, and assessments of student performance that are aligned with those standards. The tests must be administered annually at the elementary, middle and high school level, and must include all students, specifically students with disabilities and with limited English proficiency. Further, the tests must be used as the primary basis for holding schools and districts accountable for progress in helping students meet State standards. The test results must be publicly reported at the State, school and district levels, and disaggregated by a number of different subcategories when statistically sound. There must also be individual scores to inform each student and his or her parents about the student's performance relative to State standards.
