Extractions: Louise Whitbeck Fraser was born in 1894 in Rochester, New York. Her father died when she was two years old and her mother died a year later. Louise was raised in Rochester by an aunt, and as a young woman Louise moved to Grand Forks, North Dakota where she earned her teaching certificate at Valley City Normal School. She was often assigned the "problem students" because of her gift in working with them. In 1917, Louise married Wesley Fraser, an FBI agent. Their first daughter, Mary Lou, was born in 1918, and their second daughter, Jean, was born two years later. At the age of six weeks, Jean contracted spinal meningitis. She survived the illness, but was later diagnosed with mental retardation. A few years later, the Frasers had a son, but at the age of three he fell out of the family car and was killed. Their second son, Wesley, Jr., was born in 1927. T he following year, Louise's husband promised her that he would accept only one more undercover assignment, after which time he would get a new job. Wesley Fraser was shot to death during his final FBI investigation.

"Parent" means an individual bearing the legal relationship of father or mother to a child enrolled in a school age child care center, including an individual who legally stands in place of a parent, such as a legal guardian or custodian.
