KEN TOWERS had planned to be retired by now, but nearly four years after a flood devastated his two restaurants and much of this city of 47,000, the 62- year-old restaurateur is still struggling to stay ahead. Mr. Towers said 51 inches of water from several days of rain in April 1997 destroyed the equipment at his two restaurants, driving him out of business for nearly a month. Flooding at his home also forced him to live with relatives. "It was like the feeling you have after the death of a close friend," Mr. Towers said. Yet despite the damage, Mr. Towers's two restaurants, a Wendy's franchise and his own Italian Moon pizza parlor, are back in business, as are most other businesses in Grand Forks, located in the northeast corner of the state on the Red River. But Mr. Towers now faces what he calls "a financial cancer" roughly $500,000 in loans from the Small Business Administration needed to rebuild his business and that makes retiring in the foreseeable future almost impossible. "People here don't tend to give up," said Mr. Towers, who traces this determined spirit to the strong religious faith shared by many local residents. "We are stronger, more resilient. We have the pioneer attitude we are not simply going to give up everything we have and move to Phoenix."

Grand Forks is 38 miles northeast of the City of Northwood, the Grand Forks Air Force Base 20 miles northeast, and the United States-Canada border 105 miles north. The City lies one-half mile south of North Dakota State Highway 15 and four miles west of Highway 18. Interstate Highway 29 bypasses the City 25 miles east. The fertile soil found in and around the city has from its beginning made it an attractive farming area. The production of raw agricultural products on the rich farmland make the City of Northwood an important service provider of western Grand Forks County, the eastern fourth of Nelson County, and the northern fourth of Steel and Traill Counties. In 1875 Paul C. Johnson and his wife and young daughter settled on a tract of land two miles west and one-half mile south of the present townsite near the Goose River . Mr. Johnson and other early settlers named the town after Northwood, Iowa, a departing point for early caravans bound for the Dakota territory. The first post office was established there in 1879. Johnson was commissioned as the areas first postmaster. The post office was on a mail route between Pembina and Valley City. Johnson shared his office space with a grocery and dry goods store run by Thomas O. Hougen. The building served as a meeting place until the present town of Northwood was settled.

The railroad promoters innitially named it Rugby Junction for the famous railroad junction in Rugby, England in the hope of attracting English settlers. In fact about 80 per cent of the population is of North Germanic and Scandinavian anscestry. When the community became a city the Junction was dropped from the name. from the colony in neighboring Manitoba .
