Extractions: VALLEY CITY, N.D. North Dakota is getting a failing grade from the federal government for college dropouts, but higher education officials say the numbers are misleading because there are so many transfer students within the system. Federal figures on college retention rates, expected to be released in the next few weeks, will show that North Dakota loses a higher percentage of students in college than any other state, interim Chancellor Michel Hillman said Thursday. "We think that is inaccurate," Hillman said during a break in the state Board of Higher Education meeting. "When we begin to account for transfers, those statistics will change dramatically." A 2001 survey reported by the National Information Center for Higher Education Policymaking and Analysis showed North Dakota's college graduation rate at 42.9 percent.
