Horta SUMMARY Several studies have described what happens to a family that has a child with special needs; however, little is known about this issue in developing countries. In Brazil, there is a lack of a systematic research on children with disabilities and their families. This study describes the sociodemographic characteristics of a sample of 49 families of children with disabilities enrolled in special schools in Pelotas, Southern Brazil. Family needs were explored through the Family Needs Survey (FNS). The results indicated that comparisons between findings on the FNS in the United States and Pelotas, reaffirm the idea that some family needs are universal. The present study raised some important questions about differences and similarities of the FNS in both countries. Limitations of this study along with suggestions for future research are discussed. Introduction Despite the evolutionary process of integration and normalization that was initiated in the late 1960s, developing countries seemed unprepared to adopt rehabilitative measures. According to Thorburn and Marfo (1990), the major difficulties and barriers that children with disabilities and their families have to face are not only technological but also societal, including attitudes about rights; misconceptions about causes and the problem itself; the potential of disabled people; and the availability of services. In addition, the implementation and planning of services in developing countries is a challenge because i) there are no clear responsibilities by any agency or department, ii) there are no clear goals and objectives in providing services, and iii) there is a lack of an epidemiology of needs (Sell 1984; Simeonsson 1991).

This book has enlightened me as to my son's condition and has made me better capable of helping my son. I am also prepared to speak with his teachers from the very start of school about his condition and now I will be certain not to allow the school system to fail my son for a condition over which he has no control. All I can say is "Thank you Dr. Levine. My boy's ok." I also thank Amazon for publishing reader's reviews which prompted me to purchase this wonderful book. I was so grateful to discover this book. I am a homeschooling mom of 4 and since I work closely with my kids on a daily basis I was able to recongnize some real frustrations in my 10 year old son. It had been suggested that I have him tested for ADD but this just didn't seem right to me. When I read Dr. Levine's profile of the child in Ch. 2, it was as if I were reading about my own child, with a few exceptions. I am confident I have found the source of his frustrations. I am recommending this book to every pediatrician, physician and school teacher I know. I am grateful that my son will have the chance to put this information to use for his benefit from such a young age. It makes me grieve for the countless number of intelligent school children and adults that have been accused of being "lazy" or not "living up to their full potential." Graziadei Achievement Award. This award is presented annually by ECAC to a high school senior with a disability who best exemplifies the characteristics of Matthew Graziadei, a remarkable young man who died in January, 1998, at the age of 26. It is the desire of DHSS to move all provision of health care services into a managed care setting. In addition to supporting this goal, the present Administration supports maximizing the in flow of federal Medicaid resources to the State and school districts. School-based therapy services (e.g. occupational, physical and speech therapy) have therefore been excluded from the Diamond State Health Plan in order to further this second goal. Part B of the Individuals with Disabilities Education Act (`IDEA'), 20 U. S. C. 1400 et Seq., requires schools to ensure that special education `related services' (defined in section 1400 (22)) are provided in accordance with each disabled child's Individualized Education Program (IEP). To the maximum extent possible these children must be educated with their non-disabled peers. This least restrictive environment (LRE) requirement has been interpreted to mean that therapy services should be delivered on school premises. The June, 1997 amendments to the IDEA also require Medicaid's financial responsibility to precede that of the schools. 20 U.S. C. section 1412.
