While tuition and expenses are the responsibility of the parent or guardian, most of these schools offer financial aid or easy-pay plans. In many cases, having more than one child in a particular school allows a discount on tuition for other children within the same family. All independent/private schools aren't included here, but the following list suggests some alternatives to public education. Cape Fear Academy Cape Fear Academy is the dominant secular private school in the region. Established in 1967, this coeducational day school is open to students interested in a traditional, challenging, college-preparatory education. The program offers a developmentally appropriate curriculum within a stimulating learning environment.

Watch a 5-minute video about the Challenge (RealVideo) About EV Challenge... The development of the EV Challenge program began in 1993 with three high schools participating in the construction of electric vehicles. Since then, the yearlong, hands-on program has increased its educational services and grown to include 30 high schools from seven states. A middle school program using the principles of the Junior Solar Sprint was added to the EV Challenge in 2000, and has grown to include 14 middle schools throughout the state of North Carolina. The Junior Solar Sprint provides the middle school students with a solid foundation in sustainability energy content that they will need to progress to the advanced EV Challenge program at the high school level. During the 2002-2003 school year an estimated 4500 students from various backgrounds actively participated in the design and construction of solar and electric vehicles. Students also have access to the EV Challenge Mobile Classroom, a twenty-five foot enclosed trailer that features educational displays, a student built electric Triumph Spitfire, a middle school solar car, and a bi-fuel natural gas tow vehicle. The Mobile Classroom will be viewed at various schools, the North Carolina State Fair and several alternative fuel conferences throughout the region.

By eliminating the testing requirement, North Carolina will join a large number of other states who are relaxing their certification standards in order to satisfy the requirements of the federal No Child Left Behind Act, which demands fully licensed teachers in every classroom. While some people, like North Carolina Governor Mike Easley and his predecessor Jim Hunt, view the dropping of the testing requirement as a lowering of teacher quality standards, others, such as assistant superintendent for human resources with Johnston County schools Joyce Wade, see the measure as a means to rid the state of a barrier keeping North Carolina from getting the best candidates into the classroom. The North Carolina state board is reviewing other criteria, such as experience and subject-area preparation, as a way to ensure high quality instruction.

Extractions: The Freedom Budget: Nine Rs for North Carolina Fiscal Responsibility April 01, 2003 Executive Summary: North Carolina faces significant fiscal and economic challenges over the next two years. But it need not resort to higher taxes, a state-run lottery, higher debt, or gimmickry to balance its budget. Nor does North Carolina need to skimp on crucial needs such as education and highways. By setting firm priorities within state government, eliminating unnecessary or duplicative programs, and charging users of some services a reasonable price, state leaders can generate sufficient savings to invest in the future needs of the state. North Carolinians are not undertaxed. While a series of reductions in income, sales, and other taxes from 1995 to 1998 saved taxpayers more than $1.4 billion, this tax relief followed even larger tax increases in 1990 and 1992 and more than $1 billion in new taxes in 2001 and 2002. The tax burden in North Carolina is significantly higher today than it was in 1990, with its income tax rates among the highest in the nation. Lawmakers would have to cut taxes more than $1 billion annually just to reduce North Carolinas tax burden to the regional average. North Carolina was particularly hard hit by the recent recession, and its recovery in most sectors has been sluggish. Now is the time to cut taxes, not raise them. Higher marginal income tax rates, in particular, depress entrepreneurship, discourage job creation, and hamper the states economic development.

The tax burden in North Carolina is higher today than it was a decade ago, and continues to exceed that of any other state in the Southeast. Indeed, lawmakers would have to cut taxes an additional $1.1 billion annually to reduce North Carolinas tax burden to the regional average.
