Committee Three will focus on how North Carolina schools could be more successful in preparing young people to meet the needs of the "end users" of the state's educational system, employers who will hire graduates of the state's schools, the military, community colleges and four-year colleges and universities while enabling them to build the foundation for prosperous and successful family life. To begin its work the Committee will first look at student performance data in an effort to gauge how well the state compares to others in terms of student outcomes including drop out rates, SAT scores, community and four-year college remediation rates and other indicators. The Committee will also draw on input from college admission officials, personnel directors from the private sector and recruiters for the military as well as the results of state and national studies of skills required of today's graduates. The NCCBI has a major workforce development initiative that will support the Committee. Both the UNC system and community colleges have gathered and analyzed a wide-range of data on remediation problems confronting the two systems. And recent studies of Juvenile Justice, alternative high school programs and factors leading to school drop outs will inform the work of the Committee.

Many observers contend that traditional schools are failing to engage a significant number of such students and meet their multiple needs. Alternative schools and programs have emerged as one educational option for students with and without disabilities who do not succeed in traditional public schools. Alternative schools fall under the auspices of educational alternatives that also include charter schools, magnet programs, distance learning programs, and private schools. Although these options have much in common, each has distinct features, as well.
