The Food Stamp Program through the USDA is the primary, federal nutrition assistance program for low-income elderly New Yorkers that is always available for those who are eligible. Unfortunately, it is estimated only 17% of eligible seniors in upstate New York are enrolled in the Food Stamp Program.
