White students who were denied admission to the undergraduate college and law school sued the university, arguing that these programs are unconstitutional because the Fourteenth Amendment declares that states must give all people "equal protection of the laws," and the use of race in admissions decisions, even as one factor among many, denies that protection. Different federal district courts held, in contradictory decisions, that the undergraduate program is constitutional and that the law school program is unconstitutional. The Sixth Circuit Court of Appeals reversed the latter decision, and the Supreme Court agreed to review both the undergraduate and law school admissions policies. and markedly fewer blacks and other minorities in positions of prestige and influence in the US. If so, the decision would prove to be among the most unfortunate and costly the Supreme Court has ever made.
Extractions: Field Office Highlights - New York The New York Field Office Community Outreach Program (NYO COP) was involved in several community programs during 1999 including appearances at Community and Senior Citizen Centers throughout New York's five boroughs, Long Island, and Westchester. Career seminars, health and safety events, street and community fairs, and individual precinct Community Councils were also visited. In addition, the NYO COP was represented at each of New York's five boroughs during National Night Out on August 3, 1999. This year's event will be held on August 1, 2000, and the New York Office will be fully represented. Once again this past year, tours of the New York Office were conducted for various youth groups including Boy Scouts, Explorers, and high school classes. The demonstration of how the New York Office Operations Center works during emergencies (such as the TWA Flight 800 crash and the terrorist bombing of the World Trade Center) proved to be the highlight of the tours. FBI programs were presented to youngsters through liaison with organizations such as Big Brothers and Big Sisters and Walks of Life. Walks of Life, which is run by the Greater New York Hospital Foundation, places an emphasis on introducing youngsters to the workplace early in their lives. This program has been proven to have a great impact on children who, at this point in their lives, are wavering between a productive lifestyle and that which is dangerous and unproductive.

Extractions: Frederick E. Humphreys: First Military Pilot Frederick Erastus Humphreys was born September 16, 1883, at Summit, New Jersey, the only child of Jay and Fannie Brush Humphreys. After attending the Pennsylvania Military Academy, he won an appointment from New York to the United States Military Academy at West Point. There he did well, rising to Cadet Captain, lettering in fencing, and standing eight of seventy-eight in the Class of 1906. Upon graduation and commissioning, Humphreys was assigned to the Corps of Engineers and posted to Fort Riley, Kansas. After assisting in bridge construction, he was deployed to Cuba during the Pacification Expedition, and a year later, returned to attend the Engineer School. It was while at the school, that Humphreys was detailed to the Signal Corps and became the first military pilot. (See sidebar) In 1910, Humphreys resigned his commission to attend to the family business, the Humphreys Homeopathic Medicine Company, founded by his grandfather in 1853. Thereafter he served as an officer of the company, the last twelve years of his life as its president. He greatly expended its worldwide operations, particularly in South America. Returning to New York, Humphreys was appointed Colonel of the 102d Engineers, a position he remained until his retirement due to ill health on July 11th, 1939. At the time he was the senior Colonel of the state. Shortly thereafter, was advanced to Brigadier General on the State Retired List.
