Yet persistent social inequalities and economic crises along with the equity and quality problems associated with decades of educational expansion and reform have caused questions to be raised about this view. This course examines the theoretical and empirical arguments surrounding these debates, in particular, those concerning the relation of education to growth, poverty, inequality, development, globalization, and other key issues. The course looks at the roles of various actors in the education and development process, including national governments, international financial institutions and agencies, NGOs, and other civil society organizations.
