One, small but widely publicized, pays private tuition for students who abandon public schools that have low test scores. Students from 10 Florida schools, all in low-income areas, can get vouchers next year; experience suggests that few will use them. Less well known is a bigger program open to all special-education students. Any child whom a public school has identified as learning or physically disabled or otherwise in need of special help can get a voucher for private tuition. Across the nation, voucher advocates say private choices should be extended to disadvantaged children, like the poor or those with disabilities, whom public schools have failed. But critics suspect that vouchers are really intended as a step toward privatizing education for the benefit of the well-to-do. Florida's special-education program gives plenty of ammunition to those critics.

Educators help students identify their interests and abilities, engage in career education and career development activities, and develop individual education plans. Although these activities are significant, their comprehensiveness and effectiveness are limited by staff and time. "The ratio of students to counselors in public high schools is almost 300 to 1; and school guidance counselors are able to spend less than one hour of every five on career counseling" (Otto 1989, p. 161). Add to this the unique and complicated counseling needs of students with disabilities and it becomes apparent that other actors, primarily parents, must be included in the school-to-work transition of youth. The Individuals with Disabilities Education Act (IDEA) of 1990 defines transition services as "a coordinated set of activities for a student, designed within an outcome-oriented process, which promotes movement from school to post-school activities, including postsecondary education, vocational training, integrated employment (including supported employment), continuing and adult education, adult services, independent living, or community participation" (ibid.). Carl Sandburg The Special Education Program at Brooklyn College prepares students to work in New York City schools and other educational settings serving individuals with disabilities and their families. The program engages students in a demanding 30 or 36 credit course of studies that leads to provisional New York State certification in Special Education. The Program is responsive to the changing nature of approaches to educating individuals with disabilities and has modified its course work to reflect these emerging paradigms. Most notably, the Program has decreased its focus on categorical disabilities in favor of a more integrated and inclusive view of the field. While older models of training emphasized the uniqueness of particular categories of disability and the need for separate and specialized educational settings, the current approach emphasizes the functional competence of individuals with disabilities and promotes their education in regular educational contexts. This stance reflects the emerging consensus that individuals with disabilities develop and learn in mainstream settings more effectively than in segregated programs created to remediate their specific disabilities. The Program prepares students to work in the ethnically and culturally diverse urban communities in which schools are embedded. Special education teachers are not only aware of diverse behavior and communication patterns exhibited by their students, they are also cognizant of the culturally relative nature of disability. The social constructions of disability, as defined by the dominant and school culture may not match the individual's and his/her family's understanding of the condition. Raising awareness of these potentially contrasting views and beliefs are part of the curriculum at Brooklyn College. As students progress through the Program, they expand their cultural understanding and gain cross-cultural competence.
