Christie Whitman described her administration's new school financing formula on Saturday as an attempt to insure equality of education for all students by emphasizing school programs over dollars, but critics said the blueprint may force the best schools to dilute their academic offerings. Mrs. Whitman said that the 25-year court battle to achieve parity between the state's richest and poorest districts resulted in endless attempts to pour money into the worst schools, in so-called special-needs districts, without the desired effect. "It was a never-ending chase without necessarily seeing an equivalent expenditure at the classroom level in the special-needs districts," the governor said at a news conference called to focus on the plan. "That is what we are trying to get around." Of the state's 595 districts, 381 would receive more aid under the plan, 146 would receive less, and 68 would receive the same amount, with much of the change based on shifts in enrollment. The advocacy group that initiated the spending fight said that what the administration was really trying to get around was the heart of the state Supreme Court decision that the worst districts be improved to the level of the best. And powerful educational organizations said the plan, which was introduced Friday, left too many unanswered questions.

By 2001-02, spending per K-12 pupil placed California 35th in the nation, compared to 41st just five years earlier. The gap with the national average was $763, according to the National Education Association (NEA). Californias expenditure was $7,324, the national average $8,087. California inched up in comparison to the other 9 largest states, passing Florida and approaching Texas. As Figure 1 shows, however, California ranks 9th and spends dramatically less than the east coast states of New York and New Jersey. California's per pupil expenditure was near the national average in 1976-77. The state's rank dropped sharply in the early 1990s. An upturn that began in 1995-96 provided extra funding until the market collapse in 2001. California is still below the national average. California: tops in teacher salaries but almost last in pupil-teacher ratio In 2001-02 California schools had more students per teacher than all other states except two and almost five students more than the U.S. average. The pupil-teacher ratio, which is the number of students enrolled per full-time equivalent teacher, gives an indication of class size. The ratio in California was 20.8 students per teacher in contrast to the U.S. average of 15.9. Only Utah at 21.1 students per teacher and Arizona at 21.0 exceeded California, while Vermont had the smallest ratio at 11.5.
