Standards For Required Professional Development Of Teachers new jersey Professional Teaching Standards Board believes that educators must be dedicated to a continuous plan of professional development in education through staff development, observation http://www.state.nj.us/njded/profdev/standards.htm
Extractions: Standards for Required Professional Development of Teachers PREAMBLE The New Jersey Professional Teaching Standards Board believes that educators must be dedicated to a continuous plan of professional development that begins with their preservice activities, that continues with their induction into the profession, and that extends through the life of their professional career in education through on-going and sustained professional development endeavors. We further believe that effective educators are life-long learners, that professional development must be an on-going process of refining skills, inquiring into practice, and developing new methods. The professional strengths and accomplishments of the school faculty at large must work to complement the learning needs and requirements of the entire student population. Professional development activities must also complement both the needs of the educator and the goals and objectives of the school district. Further, these activities must focus on the conditions which affect student learning in order for teachers to develop the knowledge and expertise needed to enable students to function as independent thinkers and creative learners both in the school community and in the larger environment of society as a whole. In addition, professional development must engage each educator in a collegial and collaborative dialogue with other educators and education partners to broaden the knowledge and expertise needed to guide students toward the successful attainment and mastery of the New Jersey Core Curriculum Content Standards and to create supportive and effective schools.

A representative random sample of middle and high schools was selected from a pool of 870 schools, yielding 430 schools in 294 districts. Data were collected from superintendents, principals, lead health teachers, and HIV/AIDS teachers. Results showed that the vast majority of districts complied with mandates regarding placement, sequence, and age-appropriate instruction. Forty percent of schools used skills-based instruction. Teacher training was related to instructional practice (e.g., more comprehensive instruction; broader coverage; and initiation of skills-based methods). Multiple policy, staff development, and curriculum recommendations for program improvement were generated. Findings, conclusions, and recommendations for program improvement were written in summary reports and submitted to NJDOE. Select findings are further discussed in a research article under review for publication.

While licensing regulations ensure an adequate threshold of health and safety, many states are now setting standards through licensing requirements that raise the expectations for service delivery. Research has shown that the quality of care and education in an early childhood program (serving children below six years of age) and out-of-school-time programs is directly related to the educational background and experiences of the teachers. The Professional Standards Working Committee of the New Jersey Professional Development Center for Early Care and Education developed the Core Knowledge and Competency Areas for early care and education professionals working in the State of New Jersey in October 2001.
