Department of Education submitted to the U.S. Department of Education on April 1, 2004, an application to amend its "accountability workbook" which defines how it will implement the ESEA/No Child Left Behind Federal Law. The application includes several changes to the original plan, including increasing the minimum number of special education students required to be counted as a subgroup for sanctions under "adequate yearly progress" from 20 to 35.
