New Hampshire 9-1-1 Helps Police Officers Deliver Raymond Baby The 9-1-1 call came at approximately 2:20 AM on Monday, November 10, 2003 from a frantic expectant father. Steve Marshall explained that his wife was in labor and about to deliver their first child; he needed help. 9-1-1 Telecommunicator Dan Hayes contacted Raymond Dispatch immediately and then began with emergency medical instructions. Within just a few minutes, Raymond Police Officer Susan Frotton arrived on scene. She took over for Mr. Marshall and told Mr. Hayes, "this baby is coming." When Fremont Police Officer Jason Larochelle heard about the eminent birth over the police radio, he drove to the scene to help. In tense moments to follow, the officers discovered that the umbilical cord was wrapped around the baby's neck, however, they were able to successfully slip the cord over the baby's head. Officer Frotton encouraged Mrs. Marshall throughout each contraction and delivered baby Olivia at about 2:25 AM. When asked later about her contribution, Officer Frotton modestly replied, "I did what I had to do." "9-1-1 talked me through," she said. Officer Larochelle added, "it's an awesome feeling."
