NHHEAF, the federally designated guaranty agency for the Federal Family Education Loan Program (FFELP) in New Hampshire since 1965, will eliminate the one percent (1%) up-front guarantee fee on federal Stafford Loans and Parent Loans for Undergraduate Students (PLUS) for the upcoming academic year. New Hampshire Higher Education Loan Corporation (NHHELCO), the student loan funding arm of the NHHEAF Network, will offer additional savings opportunities. NHHELCO borrowers with Stafford loans disbursed on or after July 1, 1999, qualify for a 2% interest rate reduction after 36 months of on-time payments. In addition, all NHHELCO Stafford and PLUS loan borrowers are eligible for a ¼% interest rate reduction with an automated payment arrangement. These benefits make borrowing less costly. Because the guarantee fee is not deducted from the loan amount, more money is credited to the student's account. Combined with the interest rate incentives, Stafford loan borrowers with a $10,000 balance can realize savings of $1,093 (based on the maximum allowable interest rate of 8.25% and a 120-month term).

This new bill will now allow the state board of education to sponsor charter schools, creating a multi-authorizer environment, and it does away with some very harmful provisions that were part of the original bill, including one that required charter schools to be their own LEA (Local Education Agency) for special education purposes. However, a major change in the way the state pays for public education is in the works, and officials say it could soon alter the content and quality of technology programs statewide. The change stems from the New Hampshire Supreme Court's 1997 ruling that found the state's method of funding public education unconstitutional. Last spring, after prolonged debate, the legislature approved a school-financing plan that includes a new statewide property tax and numerous other revenue sources. "It's an enormous step forward," says Vicky Boyd, the education policy assistant to Gov. Jeanne Shaheen, a Democrat. "We've left behind a system where the state has spent less than 10 percent for a pupil's education, to a system where the state will pay more than 60 percent."
